Community Association complaints to Government: They're calling us at meetings, changing from local elections.

The Kosovo Communists Association (AKK) twice has not been invited to the Committee's meeting for Co-ordination and Rating of the Pandemia situation, without any reasoning, said the Online Economy chairman of this Sanan Ibrahimi institution.

He says he does not know why this is happening because each time they have been ready for cooperation and coordination of activities.

The “is now the second consecutive meeting where the Kosovo Communist Association is not invited. That doesn't know why it's being done from the central level. Such as Association and mayors have always been willing to co-operate so that citizens can take advantage of this co-operation because the mayors' main interest is saving the lives of citizens”.

Ibrahimi said this government-led treatment was not until before local elections and that there is now a different local-level treatment.

Even in drafting the Local Self-Government Bill, he says they are not invited to give their opinion.

The bill on local self-government, which is for municipalities and not for the central level, has been drafted, and in this case municipalities have been overlooked by consultations from the central level. We have reacted even then, we have demanded that this process be postponed because we were ahead of local elections and during local elections only when we heard this bill was approved by the Government of the Republic of Kosovo. Should you make a law for someone and not invite him into counsel? ”

If once it happens without purpose and it's the reason we've forgotten to invite municipalities, there is no justified reason why they haven't been consulted in drafting the Law on Local Self-government. Then if the error occurs 2-3 times we can't consider it unintentional or in some cases it's technical issue. It is seen that the treatment of municipalities from both the central and the Asociation level as their legitimate representative is not as it used to be”.

Ibrahimi said that since March 2020, teams engaged by mayors have been committed to creating facilities for overcoming the situation with Ovid 19.

According to him, 80% of patients have even been treated by the local level, thanks to the maximum commitment of municipal leaders.

“All municipalities of the Republic of Kosovo have been turned from a centre of the CKMF to the Centre for the treatment of patients with Covid-19 and based on the analysis of Municipal Health Directors about 80% of patients who have been infected with Covid-19 have been treated at the local level and imagine if it wasn't for this maximum engagement of mayors with their own staff in order to overcome this situation more easily, what would have happened at the central level, at the main university centre? ”

For this reason we have requested genuine co-operation with the central level in order to overcome the situation as easily as possible. Always the Association of Kosovo municipalities with mayors has extended the hand of genuine and correct co-operation. When we had genuine cooperation, there were results in the field as well. Always the mayors have demanded from the central level all measures that are good in co-operation with them to reform the situation on the ground. When we had the small number, the mayors wanted the measures to be eased because they thought about economic health. In addition to public health, which is the priority of always mayors have also sought to maintain economic health”.

The AKK chairman said they want from the central level to treat municipalities dignifiedly.

The “communs are you citizens of the Republic of Kosovo who are led by the mayors who have received the blessing and vote of the citizen directly and are not appointed but are elected by citizens”.
