Pilgrims were visiting Mata Vaishno Dev's temple on Saturday in the India-controlled Kashmir section, when the tragedy occurred, writes BBC.
Tens of thousands of people usually visit this temple daily and are thought to be the climax of visitors at this time because of the holiday season.
According to a senior police official, 14 people have suffered injuries in confusion and all have been sent to the hospital. India's prime minister, Narendra Modi, said he is saddened by the loss of these people's lives.
A senior government official told the AFP agency that the death toll could increase, since the temple was extremely loaded with people who were trying to visit it for the New Year.
Still not clear what caused the mess in the early hours of the morning, but some witnesses claimed that the crowds were not being managed properly. Authorities have launched an investigation into the case.
