The decision has to do with Serbs, it has to do with implementing the agreement. The move does not affect citizens in Kosovo, has to do with cars entering the neighbouring country. What is the plan of what is insisting on Serbs in Kosovo we do not know. Tents are for further escalation. Today the Kosovo government imposed reciprocity measures, which concern Serbia's license plates. From now on they must be placed temporary license plates when they enter Kosovo, just as Serbia does with RKS license plates.
