Among the measures expected to take effect today is, the start of learning at all levels of pre-university education, where no more than 20 students will be allowed in the classroom.
In classrooms with more than 20 students, instruction will be held in two groups. Institutions will work on full capacity, personnel should provide evidence of vaccination or relevant tests.
The movement limit remains the same, from 10: 00 a.m. to 00 a.m.
The following are all measures that will come into force today:
General and Special Measures for Control, Prevention and Combat of COVID-19
A. [Territorial implementation]
1. This decision applies throughout the territory of the Republic of Kosovo.
B. [Entering and exiting citizens in and from the Republic of Kosovo]
2. Every person who enters the Republic of Kosovo must possess one of the following evidence:
2.1 vaccine certificate for full vaccine or taking a dose of vaccine against COVID-19;
2.2 RT-PCR negative test for COVID-19, no older than 72 hours;
2.3 Evidence that the person has passed COVID-19 (test RT- Positive PCR released no less than 21 days and no more than 180 days or positive results of the serological antibodies test ) IgG, released mostly 30 days ago;
2.4 Quick negative antigen tests no older than 48 hours.
3. By October 13th, 2021, each person who enters the Republic of Kosovo must possess the certificate of full vaccine or any of the supposed evidence at point 2.2 to 2.4.
4. Citizens of the Republic of Kosovo, as well as persons with temporary or permanent permission to stay in Kosovo, who enter the Republic of Kosovo, if they do not possess one of the evidence according to 2.1 to 2.4, must self-isolate for 7 days. These persons must meet the declaration under oath of self-issolation at the respective border checkpoint.
5. From the request to possess any of the evidence according to 2.1 to 2.4 , they are released: 5.1 persons who enter Kosovo through airport or through land border points and leave Kosovo within three or three hours via airport or land border points, provided at the entrance sign the declaration that it will release Kosovo within three (3) hours;
5.2 Those who work as professional transporters (volzies) provided they respect the international transport protocol for protection from COVID-19; 5.3 Citizens of the Republic of Kosovo who have been outside Kosovo in the last 12 hours;
5.4 Foreign citizens who pass through Kosovo through transport organised by bus or regular international line, transit, provided the declaration is signed that they leave Kosovo territory within 5) hours;
5.5 Foreign diplomats accredited in Kosovo;
5.6 persons under 16 years of age 16.
C. [Protection and security at work]
6. All employees of public institutions, as well as staff of government-owned or municipality-owned public enterprises, must possess one of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the workplace.
7. Every public institution's top administrative officer is obliged to appoint one or more responsible persons who will control ownership of any of the supposed evidence at 2.1 to 2.4
8. By October 13th, 2021, employees/personel by point 6 must have the certificate of full vaculation or any of the evidence cited at 2.2 to 2.4.
C. [General measures of protection and hygiene]
9. Public and private institutions, as well as other subjects, are subjected to holding hand disinfectant and a quantity of masks at accessable locations at the entrance of the object as well as in domestic environments.
10. Public and private institutions, as well as other subjects, are under way to place visible signs of COVIDD-19 protection rules, including the sign of preventing access to objects without masks, respect for distance.

15.2 Rounds for health personnel, security and operators performing jobs or public services;
15.3 Economic operators' night shift personnel providing the operation of the supply chain (including transport of goods/services), but provided they are equipped with special permits from the system The Kosovo Tax Administration's FDI.
15.4 Those who offer evidence that they should be at the airport during curfew because they have to travel via plane; 15.5 The individuals to whom special temporary permission is applied is issued by the Department of Internal Affairs Emergency Operations Centre, according to point 17, due to the necessity of driving during the curfew.
16. Employers are permitted to ensure that their workers who submit to the 15th point limit have enough time to travel to their dwellings.
17. The Internal Affairs Department Emergency Operations Center may issue special permission for those who provide sufficient evidence for the need to limit your curfew temporarily.
Goat. [Institutions of Education]
18. The learning process in pre-school and daily institutions continues smoothly.
Nineteen. The learning process in pre-university education institutions is conducted according to relevant scenarios defined in the education institutions guide, but the prerequisite for learning with physical presence is the presence of no more than 20 students per class. 20. The learning process in public and private university institutions is conducted according to the relevant guidelines, provided that the number of people allowed in a class legally enables the distance of 1.5m between people.
21. The students in order to allow you to register the dorms must possess any of the supposed evidence at 2.1 to 2.4.
22. Students in public and private university institutions must possess any of the evidence cited at 2.1 to 2.4. in order to be allowed access to the institution's facility.

24. The highest employee of each institution according to point 18, 19 and 20 is obliged to assign one or more responsible persons who will control possession of any of the supposed evidence at 2.1 to 2.4.
25. All public and private institutions of all educational levels were denied organisation of extra-school activities, such as field trips, group walks, different school staff parties, or students.
E. [Present for social and pension schemes]
26. The Ministry of Finance, Labour and Transfers instructed to free all beneficiaries of social and pension schemes managed by MPT from regular submission to relevant offices for ID purposes, as required with relevant laws.
F. [Confirming public and private meetings]
27. Unless otherwise determined in this decision,door gatherings are allowed up to twenty (20) persons (workers, meetings, seminars, training or other gatherings). It is imperative that participants possess any of the supposed evidence at 2.1 to 2.4, in order to be allowed access to these facilities, as well as the host is obliged to provide the 1.5m physical distance between people and checking relevant evidence.
27.1 Assemblys of the Parliament and Government are allowed regardless of the number of people, respecting wearing masks and physical distances of 1.5 meters between people.
28. The Health Ministry Emergency Operations Centre can issue special permission, exceeding the number of twenty (20) persons, for events of particular importance in the function of public interest.
29. Cultural gatherings and events in foreign environments are allowed up to 50 (50) persons (publicly). The organiser is obliged to ensure that he maintains a 1.5m physical distance between people.

G. [Gastronomia]
34. Gastronomial services are allowed to carry out their activities in line with the relevant guide.
35. From September 27, 2021, customers and staff of gastronomy must possess any of the evidence according to 2.1 to 2.4 in order to allow entry into the closed spaces of the premises.
36. In gastronomial bars it is mandatory to appoint one or more responsible persons who will control possession of any of the supposed evidence at 2.1 to 2.4.
37. From the 27th of November 2021, the use of closed space is permitted to 50% of space capacity. The use of up to 70% of space capacity is permitted in open spaces. The area is counted for food and drink areas.
38. Meaning of expression open space and closed space has the same meaning as Law No. 04/ L-156 for Tobacco Control.
39. Customers should sit at any time within gastronomial services in which food or drink service is allowed, except:

39.2 While paying order;

Forty. In cases of 39.1 to 39.4, wearing a mask is mandatory covering the nose and mouth.
41. Gastronomial services are allowed to carry out their activity between 5: 00 a.m. and 9:30.

53. From September 27, 2021, to public/private institutions or businesses, employees/personel, who have business with parties of direct contact with clients (including, but not being restricted, barbers, employees at margins and banks etc.), should possess any of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the facility. One or more responsible persons are under obligation to check possession of any of the supposed evidence at 2.1 to 2.4.
54. The person responsible for the public or private institution and economic operators is obliged to stop lining or gathering in and out of the working/business environment, unless at least 1.5m physical distance is maintained by other groups of people.
J. [public transport]
55. No access to public transportation without a mask.
56. Travelers' road transport operators are allowed to work using 50% of the seat capacity.
57. The taxi is allowed to travel up to two (2) travelers.
K. [Tathrot, Libraries, etc. ]
58. Librarys, museums, cinemas, theatres, orchestras, ansembles, ballet youth centres, culture centres with similar MKRS or Communists' variety institutions are allowed to work using 50% of the capacity of the space/representation of respective objects. Keeping a mask and a physical distance of 1.5 meters between people is permitted.
59. The users of activities according to 58 points should possess any of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the facility.
Sixty. In activities according to 58th, one or more responsible persons should be appointed by decision to control possession of any of the supposed evidence at 2.1 to 2.4.
L. [Sport and recreation]
61. The organisation of sports events and exercises pertaining to protocols and recommendations of world organisations for organising sports events and with protection measures of the Government of the Republic of Kosovo.
62. The number of contest participants (sporters, clubs, officials, and other participants needed for the development of the race) is determined by sports federations by respecting the distance measure and other safeguard clauses.
63. The presence of viewers of up to 10% of the capacity of the object or sports space (stadium, sports halls, pools, other closed spaces) is allowed in contestary activities, respecting the distance size of 1.5m and other protective measures.
64. The presence of viewers up to 30% of the capacity of the object or sports space (stadium, sports halls, pools, other closed spaces) is permitted in foreign space, respecting the distance size of 1.5m and other safeguard clauses.
65. Viewers in contestary activities in closed or outer spaces should possess one of the evidence cited at 2.1 to 2.4.
66. Race organisers are obliged to appoint individuals responsible for controlling the possession of any of the evidence according to 2.1 to 2.4, and to take specific measures, in line with international protocols, for mass management (phose) before, during and after entering the sports space.
67. The exploitation of finals, gyms, and similar activities is allowed. Clients and staff should possess any of the evidence defined at the 2.1 to 2.4 point of this decision.
68. Each gym, gym, and similar is obliged to assign at least one employee who will control the possession of any of the supposed evidence at 2.1 to 2.4.
69. Exploitation of finance, gyms and similar ones is in proportion to 1 customer at 10 m2.
70. Establishing information signs and disinfectors (or other cleaning tools) on each master's device with the purpose of self-awareness and disinfecting them from each customer after use is activated.
L. [Hollies]
71. To enter the thermal baths, customers and staff must possess any of the evidence specified at the point 2.1 to 2.4. At least one employee will be assigned to control possession of any of the supposed evidence at 2.1 to 2.4.
M. [Trades and slaughter of animals]
72. Public markets of vehicles, animals and birds are allowed to develop the event, exploiting 30% of the space/sympathic capacity of the respective objects. The wearing of a mask and the setting of physical distance stalls of at least six feet [2 m] are allowed.
N. [ Personal data and the method of checking evidence according to 2.1 to 2.4]
73. The appointment of authorized persons or employees authorized to check the evidence according to 2.1 to 2.4 is made through the decision governing the authorized person's name and surname.
74. The presentation of the failures mentioned at 2.1 to 2.4 is made in a form that does not allow authorized persons or services authorized to control their possession, maintain, store, register or process data that is based on evidence in any form unless the subject of data has given its consent in written form to process these data.
75. Authorized and named individuals to check the evidence mentioned at 2.1 to 2.4, in cases where the subject of data has given its consent in written form to process these data, are not allowed to keep data or reuse them for other purposes, in addition to completing the possession of evidence, in public health interest, and for the sole purposes of combating the spread of COVID-19.

76. The Ministry of Health is committed to extracting temporary, general and special guides for the prevention and fighting of COVID-19, as follows:
76.1. Acting guide to apply general measures for preventing and fighting COVID-19;
76.2. Acting guidelines for the personal services sector and businesses, industry, public administration and NGOs;
76.3. Acting guide for educational institutions of all levels; 76.4. Acting guide for gastronom, hotel, retail sector and shopping malls;
76.5. Acting guides to religious gatherings, funerals, workshops and cultural activities,
76.6. Early guide for fines, gyms and other recreation and sports;
76.7. Early public transport guide;
76.8. Acting guidelines for health care institutions; 76.9. Acting civil aviation guide;
76.10. Acting guide for correctional institutions, asylum centres and foreign maintenance;
Seventy-seven. Guides from points 76 are mandatory for all persons and sectors to which they apply.
78. The Ministry of Health is engaged in explaining the points of this decision in the event of need.
O. [Zeighing]
79. The Minister of Health is engaged, AUV and the Kosovo Police, who in co-operation with the emergency municipal headquarters, oversee the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until I6:00 hours).
80. The Ministry of Health, KSKKU and IKKPK are subjected to the office of prime minister's weekly report (every Friday until 1600) for implementation of the measures,

81. The Ministry of Health is occupied that, based on Law No. 07/ L-006 for the Prevention and Combating of COVID-19, on the territory of the Republic of Kosovo to issue operational decisions depending on the epidemiological situation and IKPK recommendations.
82. Kosovo Police and Inspectors responsible for overseeing the implementation of measures, other decisions and relevant guidelines in implementing Law No. 07/ L-006 for the Prevention and Combating of Pandemia on the territory of the Republic of Kosovo.
83. For violators of the masses, competent organs are obliged to pronounce penal measures according to Law No. 07/ L-006 for the Prevention and Combat of Pandemi-19 on the territory of the Republic of Kosovo and other laws in force.
84. The only authority that can interpret this decision is the Ministry of Health, while any other institution can offer clarifications to the respective categories for which this decision applies, only after the health ministry approves that clarification.
