Pristina Mayor Daut Haradinaj's candidate, has said the capital needs urgent investments in public infrastructure and services across all sectors. And to realise a grand plan like this, he has said that public-private partnership application is needed.
One of the interesting projects Haradinaj intends to implement under the public-private partnership is that of the tram in Pristina.
From public lighting to public transportation and from schools to waterwork, according to Haradinaj, Pristina needs massive investments in infrastructure and increased quality of services.
Pristina's “communa has limited financial resources and we need to show increased fiscal caution to ensure sustainable economic growth. By carefully selecting implementation projects. However, Pristina cannot give up investments in its infrastructure. Some estimates suggest that the gap between available resources and our needs for infrastructure investments over 8-10 years is hundreds of millions of”, he said.
According to Haradinaj, Pristina should exploit private sector involvement in providing infrastructure and services through public-private partnerships.
Therefore, in addition to financial means from the public budget, Pristina must use the private sector's evolution option in providing infrastructure and public services, through Public-Private Partnerships. Model capacity The PPP has so far not been exploited enough, neither in Kosovo nor in the Pristina municipality”, he has said.
“In Pristina so far are initiated and in different stages of implementation two projects PPP: The underground Parking concession project at the cathedral, which is currently in the construction phase. This model will be used for other parking lots throughout the municipality area, and Project PPP PPP Pristina Schools, through the spread of the private funding initiative ♫ PFI, where for the first 3 schools, in the new Pristina, in Sophali and Matt, the tender has already been announced and completion of procedures. While for the fourth school in Arberi, an additional study on environmental issues is expected to be completed before the tender is announced. This model, The PFI, will be used for most social sector projects -- such as schools, gardens, administrative buildings, stadiums, and similar” -- has continued Haradinaj.
The sectors where it will be invested under Haradinaj's public-private model are transportation, tram project, public buses, education, health and many other projects.
Although PPPs offer a solution, they are highly complex instruments and it requires great political commitment and administrative capacity. Therefore, the Pristina municipality will establish the PPP Implementation Unit and provide adequate human frameworks.
