Despite the difficulty the businesses have faced in securing salaries, Finance Minister Iron Murati says the Government does not compensate daycare workers, nor will working parents have pay support for one parent's release.
Insurance of these salaries is obliged to make employers, in this case businesses.
Murati promises to release a financial support package for businesses infected by recent measures outside the Pack for Economic Resurrection.
I understand that it may have been a concern for many families, but the specific intervention and entertainment of those people, seems to be understood that it's logistically difficult to identify all those specific cases that have had problems, and it's also a very short period. If it were a long-term decision, a mechanism could be built, but with a couple of weeks on the issue, it was impossible for us to react on time. However, I believe we will soon have another complementary measure that has to do with Pacos for Economic Resurrection, considering the new wave we had of indigestion, which for some families has made it difficult to deal with the pandemic”, he says.
And this recent government decision has put businesses in trouble for a parent's release. For this, the director of the German Economic Ode in Kosovo, Nora Hasani, says it is difficult to provide salaries for workers who are fired.
“The parents who are both employed in the private sector, where physical presence is required, the employer is obliged to find the replacement for the time being (mother-parents and fathers). In this case, working women who are mothers are becoming weighed down over the time they are out of work, their employer may be obliged to find a replacement. And the question is who will cover those expenses that are being created to employer”, Hasani said.
Even ATK director Ilir Murtezaj says the government's recent decision has not seen pay compensation for these categories.
“in this direction, from the information we have from the recent decision of the Republic of Kosovo government, which has provided this measure for the closure of the nests and the release of one of the parents employed, whether in the public or private sector, there is no pre-emptive compensation for non-employment. Until there is no advance, there certainly will be no compensation. The compensation is scheduled to be from employer”, he says.
On the other hand, for the compensation of businesses that were infected with measures taken by August 30th for preventing the spread of the Devov 19 virus, Minister Murati says the restrictions were mostly the gastronomial sector, which benefited from the Law on Economic Removal for Halfway TV US from 18 per cent to 8 per cent.
“As far as the gastronomy sector is concerned, I understand that some restrictions for most of them have been limited to operating within spaces, but there is still no support. If we talk particularly about the gastronomial sector their support has been with the Law on Recoveration related to reduced VAT. So instead of the 18 per cent rate, they are charged 8 per cent. It's about 15m euros since the Law on Economic Recovery, the state has forgiven them. This has been the subsidy to consider that sometimes there will be difficulties in operation because of measures to be undertaken”, Murati stressed.
Measures for preventing the spread of the Quaddy-19 pandemic, which are in effect from August 30th, including school closures, restrictions on gastronomy operation, wedding and party closures, nest closings and police clocks from 22:00-05:00 remain in place until 26 September.
