At the start of this meeting, Prime Minister Kurti has talked about the government's decision on temporary license equipment for Serbia's license plates and entering Kosovo from all border points.

“Establishing legitimacy in the country is an interest of all and not against anyone. The measures we've taken, the decisions we've made, are for all without discrimination or privilege. For incidents and passage have no interest in the state of Kosovo, nor do the citizens of our country. Neither do Serbs in Kosovo. There is no interest in destabilising either Serbia”, Kurti has said.

The prime minister in his address also spoke of six months of government work since receiving the mandate, assessing that the government's actions have turned the state towards growth and economic development, equality and social well-being and social progress.

With the first decision in today's Government Meeting, Bill for Fulfilling and Changing Law No. 05L-010 for the Kosovo Agency for Comparison and Verification of Property.

The government has also adopted the Law on Inspection, which defines the principles of inspection, regulations, for organising inspection bodies in the competence of state administration and municipalities, rules for co-ordinating inspection activities and inspection procedure.

After reviewing the cabinet, the government has also adopted the Bill on the Topography of Half-Speckers, which defines the requirements, measures and procedures for legal protection of semi-pronged topography and the implementation of rights stemming from the law.

The Action Plan for the Rights of Persons with Limited Skills in the Republic of Kosovo (2021-23) has also been adopted under the National Strategy for the Rights of Persons with Limited Skills in the Republic of Kosovo (2013-23). This is the third plan within this country-level Strategy and aims to advance in every respect the rights of persons with limited skills to achieving a final goal of creating an inclusive society in which disabled people achieve their full potential and have the right to live a dignified life.

With the Government's decision at today's meeting, the Executive Commission (“Commission) has been established in order to propose and draft fundamental principles, as a prerequisite for establishing the Sovereign Fund of the Republic of Kosovo, in this composition of permanent members:

2.1. The prime minister of the Republic of Kosovo, leader;

2.2. First Deputy Prime Minister, sir. Presiding;

2.3. Minister of Economy, member;

2.4. Minister of Industry, Undertaking and Trade, member;

2.5. Minister of Environment, Space Planning and Infrastructure; member;

2.6. Minister of Finance, Labour and Transfers, member; and

2.7. Deputy Secretary General of the Office of the Prime Minister.

Also, the government has examined and approved the decision to change and fulfill the No Government decision. 07/43 on 13,11.2020, through which Flamur Kadriu is appointed deputy head of the Food and Veterinary Agency. This decision is part of the government's decision of 09-27 on the 30.04.20.

The Initiative for Signing Amendment 1 was also approved. of the Financial Agreement between Kosovo and the European Union for the IPA 2017 Programme, Part 1.

Likewise, the Initiative for Signing Amendment 1 was approved. of the Financial Agreement regarding the Kosovo Action Programme for 2018.

After the review, decisions have also been adopted to ask the president of the Republic of Kosovo to grant authorisation to the first Deputy Prime Minister, Mr. Faithful Bislimi for the signing of Amendment 1. of the Financial Agreement between Kosovo and the European Union for the IPA 2017 Programme, Part I, and the signing of Amendment 1. of the Financial Agreement regarding the Kosovo Action Programme for 2018.

The government cabinet has approved the Health Ministry's request for payment of self-financed professionals from the economic category of subsidies and transfers from November 1st to December 31st in 2021.

The Kosovo government has adopted the decision to change and fulfill Government's No.0349 decision of 08.12.20 changed and fulfilled with the No. Decision. 18/19 of the date 14.07.2021, in which point two of the decision is changed/fulfilled as follows: Avant closing deadline is extended, extending the deadline until the 30.11,2021.

The next point that was approved at today's meeting is the decision to approve the recommendation of the Strategic Investment Interministerial Commission for granting Strategic Investors status to the investment subject “K O FODS B. P. K”

With the decision approved by the Government, acts under paragraph 2 have been abolished. The decision of the Programme to eliminate trade barriers under Article 34-36 of the Treaty on EU Function. This programme has obliged the ministries and agencies of respect to conduct a review of non-regioned national technical and non-technical legislation, which may contain “sizes with an equivalent effect of” that present unwarranted barriers in trade and the elimination of these barriers through corrective measures.

With the Government's decision, as the National Anti-People Trafficking Strategy envisions, Interior Minister Jhelal Svecla has been appointed National Coordinator against human trafficking.

The decision on changing and meeting the value of shipping and container expenses in appendix 2. No.06/2015 Administrative Guide to determine the cost of transporting imported goods, convert up-to-date prices list.

Today's meeting has approved the decision on sharing budgetary means in many of the two million euros ($25,000) for implementing the government's decision No.13/19 date 14/07.2021, Economic Resurrection Package, Mass 1.5 training and employment in TI, as follows:

1. One million euros (1,000 euros) for financing scholarships for students are divided into the Ministry of Education, Science, Technology and innovation, at the Central Administration sub-program, in the category of subsidies and transfers;

2. One million euros (1,000%) for youth skills in the TI field are shared by the Ministry of Finance, Labour and Transfers in subprogram professional skills services, in the category of subsidies and transfers.

Also, the decision to propose the Assembly of the Republic of Kosovo has been adopted, candidates for members of the National Council of Science in this composition:

The decision has also been adopted to ask the president of the Republic of Kosovo to grant authorisation to Minister of Education, Science, Technology and innovation for linking the co-operation agreement with the European Commission for the Horizone Europe programme for gaining the status associated with the Republic of Kosovo. This agreement represents a key step for our country on the road to European integration.

The government has adopted two initiatives -- that of connecting the Memorandum of Understanding between the Ministry of Education, Science, Technology and innovation with the United States of America for academic exchange between the Republic of Kosovo and the United States through the Fulbright programme. The connection of this Memorandum of Understanding aims to strengthen and further develop links between participants in the process of implementing the Fulbright academic exchange programme in education, culture, science and research based on circumstances that are considered mutually beneficial; as well as the initiative for linking the Kosovo Republic Government and the Government of the Republic of Croatia for mutual assistance in the event of natural disasters and those caused by the human factor.

At the end of the meeting, with proposals from the Ministry of Finance, Labour and Transferences, the decision was approved to allocate financial means to many of the 55 thousand and 700 euros for the Ministry of Health in order to cover the payment of 34 service inspectors. So this decision covers the cost of the temporary commitment of these inspectors dealing with management of the COVID 19 pandemic.

Honored Deputy Prime Minister Bislimi and Rexhepi,

Dear cabinet ministers,

As already known since September 20th, the government's decision on temporary license equipment for Serbia's license plates has begun to apply to Kosovo from all border points. In this case, I want to thank the Ministry of Internal Affairs for the excellent work these two days in managing this decision, as well as Kosovo police for ensuring security and preserving public calm despite the obstacles we have in northern Kosovo.

I especially thank all the policemen for their professionalism and honesty. I would like to stress that the decision on temporary plates is the right decision and guarantees the right to free movement of all citizens of the Republic of Kosovo, including Serbian citizens around Kosovo through the permanent license equipment of the Republic of Kosovo. The positive response of these days by our citizens, including local Serbs, well shows their readiness to respect the decision and ensure free movement. We have reported that obstacles to the roads leading to two border points are being done with several trucks that are owned by municipal institutions, and this certainly constitutes violations and misuse of public property.

I invite the mayors in the north of Ibri to pull the vehicles of municipal institutions off the road and also invite the organised group of Serbian citizens to leave the two regional roads since they have thus blocked themselves and their movement. Putting legitimacy in the country is everyone's interest and is against no one. The measures we've taken, the decisions we've made are for all without discrimination or privilege. For incidents and passage have no interest in the state of Kosovo, nor do the citizens of our country. Neither do Serbs in Kosovo. There is no interest in destabilising either Serbia. It seems that only one individual has interest in incidents and executions, but this individual is the president of Serbia.

We are for talks and dialogue. We have confirmed this to Brussels as the high representative for foreign policy and security that it is the vice president of the European Commission, Mr Josep Borrell, as well as its representative for the Western Balkans and dialogue between Kosovo and Serbia, Sir Miroslav Lajcak. So we have both confirmed that we are open, interested in talking, that we are practice and pragmatic, but our pragmatism is obviously limited by the law and constitutionality of the Republic of Kosovo. Even our public offering, I believe, is extremely practical besides genomic, and this is let's get rid of the temporary signs both Serbia and Kosovo, and in this way let citizens circulate as much and as little delay as possible. I believe it is not in Serbia's interest to reject dialogue and negotiations, as it is currently doing, because they have clearly given negative answers to the talks with us. We believe Brussels is the place where meetings and negotiations should be held and of course we are always ready, open and interested because it is the citizens' interest in such a thing.

Honored deputy prime minister and cabinet ministers,

Today it has been six months since our government was voted in the Assembly of the Republic of Kosovo. You all remember March 22nd when with 67 votes of the Republican Parliament deputies we became a new government.

Among the many problems that had been compounded for decades, the most urgent was, of course, management of the pandemic. The next day we took office on March 23rd, we found no vaccine, and, to the worse, no contract negotiated for their insurance. At the same time today, we have provided 2.2 million vaccines and 1.2 million sosh are administered.

Based on the plan that we had before coming to the government for vaccinating 60% of age groups that need to be vaccinated with the data we have today where nearly 60% of these age groups already have at least one dose already 35% have two doses, we are on the right track to realise that plan prematurely and even to overcome it.

We started the last in the region with a great difference of time and refused to take vaccines that were not approved by the United States and the European Union, and today we are second in the Balkans leaving behind five countries.

The heavy situation we found on March 23rd from Alpha version managed to bring the death to zero. This allowed us, in line with the epidemiological situation, to open up the economy and help hundreds of thousands of citizens who were affected by the pandemic.

In August, like many other countries in the world, our country was not spared the delta version of the virus. This explosive explosive distributed three times the previous version. The response of the Ministry of Health and Health Institutions to this version, with measures already in check, has brought the number of new cases down from 2541 a day to the peak of this wave in 173 cases we scored yesterday, as well as the number of hotstolls from the picture has dropped by 71%.

So the response of institutions has been quick and the measures taken have been right and fair, which then have given them the necessary results.

Yet, during the next few weeks, the Delta version took many lives. Lifes that have left void in the hearts of loved ones that cannot be filled with good words, percentages, and statistics. On behalf of the government, it expresses condolences to any lost life, hoping that the worst is behind us and hoping that this pandemic will come and come to an end. The end of which we will see more quickly if we are all vaccinated as quickly as possible.

Beyond the pandemic, in six months we've made a total of 260 decisions, and many of them will improve the lives of citizens.

We supported health personnel, police, closed businesses, pensioners and welfare families by 20m euros.

We've made a decision to support the Lebanons by 170 euros a month and additions for children for 20 euros a month.

) From April to the end of this year, all pensioners receive no less than 100 euros, while the beneficiaries of social assistance schemes receive an additional 30% value on the regular amount of social assistance.

As a result of employment measures under the Economic Resurrection Pack, the application, which continues until October 15th, only from August 12th to today has more than 2700 employees, citizens of the Republic.

We've made the decision since October 1st that high public education is free for all indiscriminately. There will also be relief for medical students.

We have allocated 100 thousand euros in support to students who will continue studies at the international elite institutions of higher education and have announced the conflict for 1,000 scholarships for young girls who will study in the sciences of nature, engineering and technology. The total sum for these stock exchanges is 1m euros.

In July, we had made a decision to halve the patenting price for drivers, from 20 euros to 10 euros for categories “A” and “B”, and from 30 euros to 15 in the “ ” and “>” categories. This relief only in August has benefited over 8300 citizens who have filed a driver's patent exam, and tens of thousands more by the end of the year.

We have removed the obligation of paying 100 euros for automotive counterparts, saving millions of euros from the extortion imposed on citizens.

As in our government in the spring of 2020 and in this year of 2021, we have taken on coverage of the green card expenses for our license.

In the first six months of 2021, foreign direct investment is 230.1m euros and represents the highest value of investments conducted for six (6) months of one year since 2007.

We've allocated over 50 million euros to farmers, which marks the greatest support ever in a fiscal year.

We have continued to build operational and professional security capacity, and for the first time, we have allocated budgets over 100m euros to the Ministry of Defence.

We have announced calls for financial subsidies for micro, small and medium-sized enterprises and start-ups worth 3.6m euros, while we have made all preparations to participate for the first time in the World Exhibition “EXPOGUI 2020”

We have established the Kosovo Opera Institute and the State Commission for Youth.

We've doubled the funding for emergency intervention in endangered cultural heritage facilities.

The assessment of the physical state of damaged buildings within the Ademi Jashari complex in Prekaz and the drafting of proposal for consolidation intervention has begun.

We have allocated 2.5m euros for Culture and Cultural Heritage, and 2.5m euros for Youth and Sports, of which 4.2m will be distributed through public calls.

E in the field of justice, we have finalised the concept of Vetting in the justice system and become the first draft of the Law on Verification and Confiscating of Unjustified Riches.

These are just some of the actions that have turned the state towards growth and economic development, equality and social welfare, and social progress.

And beyond that, trust in state institutions has returned. The three institutions emerged from elections, the president, prime minister and Speaker of the Assembly enjoy the greatest trust in citizens.

But these were only six months. We have three months until the end of the year and three years until the end of our term, and then more mandates. So good decisions and good government will be made daily.

In the end, an important announcement. One of the top priorities for all in the next two months is preparation for IPA funds 3, that is, the first assistance instruments for European Union membership. As you know, the EU through this instrument will offer billions over a period of six years. The opportunity to benefit depends on our ability to prepare and apply with concrete and competitive projects. These tools should be exploited and targeted at the maximum and I ask each of you to give 100% of my commitment.
