The decision on additions of lehons and children is missing without additional measures

Leonidas Molyqaj, executive director at the Centre for Information, Critics and Action (QIKA), said the payment policies for lecho is a good help for young families, but does not empower women in society.

According to Moliqaj for such decisions there must be additional measures in order to regulate well-being for women in the long term.

“Lehoma's payment policy is a good help for new families in Kosovo, but the way the government introduced it is problematic as an approach because Government has claimed by this policy to empower women, THE country as an organization has rejected this form of government. We consider the separation of payment only for women who are born to be problematic because it further drives them home and forces them further to face unpaid work. Such policies without additional measures as nesting, concrete employment plans for women, women's schooling, are flawed, and it's a policy that increases the nightliness that implies policy that uses women as reproduction”.

She says the government's decision may influence women not to get involved in the job market.

On the other hand, Moliqaj says there must be parental rest, so that both parents have the right to use the rest to care for the child.

We believe we should have parental rest rather than barking. Financial assistance should be equal, and the payments should be for the family... The only form for getting women out of poverty is employment. This policy has no long-term plan is temporary policy. Even if there was more money, it would end up helping, which then they continue to stay home. We're looking for employment policies.

According to the Government's decision, Lebanons that have been unemployed in the past 12 months will be supported by 170 euros per month for 6 months in a row, while Lebanons that figure out employed in either of the months in the past 12 months will be supported by 170 euros per month for three months in a row.

On the other hand, economist Imer Raci, in a proposal for Online Economics, said there are many problems he has faced in additions to children, given the inability to apply for additions to fathers, to maintenance expenses.

The application for child supplements has run into many problems since it allowed only mothers and not fathers to apply. We know that the percentage of women employed in Kosovo is 9%, while the percentage of unemployed women is 99%. This is a high figure of unemployed women, and then they have to open bank accounts that their opening immediately creates maintenance spending and they are not low in Kosovo”.

On the other hand, he said the decision penalises women who are not employed, as there are many banks not allowed to open bank accounts unless they have work contracts.

The half of the additions go to bank maintenance, and besides that, there's also one flaw that the bank doesn't open an account without a job contract, and the other challenge is that if the amount is 10 euros that is very symbolic it should be pulled into banks and that immediately creates additional expenses”.

According to him, it is not a discrimination in this extension division, but that would be a relief if both parents could apply.

I wouldn't call it discrimination, because women have a major problem with employment, and this has happened from the beginning where they haven't been educated, while in applying additions only to mothers I wouldn't like to call discrimination, but perhaps a greater ease would be if fathers took this extra”, he stressed.

On January 1, 2022, the application will open to children born in 2018 and will similarly expand the age - after - 16. For children 0-24 months, additions will be 20 euros/months, while between 24 months and 16, from 10 euros/months.
