Students and teachers were barricaded inside the university building; others were seen dancing through the windows.
It's not clear how many people have been hurt. Russian police say the attacker has been arrested.
Russia's Official Investigation Committee says the attacker was a university student, reports the BBC.
The incident occurred at Perm State University, located about 1,300 miles [1,300 km] east of Moscow's capital.
