These are all new antiConvidial measures coming into force from today

Every person who enters Kosovo must have the testimony of full vaccine or one dose or RT test- Negative PCR done within 72 hours. The police clock continues to be in force from ten o'clock to five o'clock, except in emergencies.

Teaching activities in public and private pre-university education institutions, including pre-school and daily education institutions, are suspended until 26 September, while gastronomy is allowed to carry out its activity from 0500-21:30.

Despite the number of people, the event of nightclubs is prohibited, as well as the organisation of festivals, concerts, walks, pilgrimages, weddings, engagements, family and social parties, throughout Kosovo territory.

These are all new measures that come into effect from today:

A. [Territorial implementation]

This decision applies throughout the territory of the Republic of Kosovo.

[Entering and exiting citizens in and from the Republic of Kosovo]

Every person who enters the Republic of Kosovo must possess one of the following evidence:

2.1 vaccine certificate for full vaccine or taking a dose of vaccine against COVID-19;

2.2 RT-PCR negative test for COVID-19, no older than 72 hours;

2.3 Evidence that the person has passed COVID-19 (test RT- Positive PCR released no less than 21 days and no more than 180 days or positive results of the serological antibodies test ) IgG, released mostly 30 days ago;

2.4 Quick negative antigen tests no older than 48 hours.

Citizens of the Republic of Kosovo, as well as persons with temporary or permanent permission to stay in Kosovo, who enter the Republic of Kosovo, if they do not possess one of the evidence according to 2.1 to 2.4, must self-isolate for 7 days. These persons must meet the declaration under oath of self-issolation at the respective border checkpoint.

From the request to possess any of the evidence according to 2.1 to 2.4, they are released:

The 4.1 persons who enter Kosovo via airport or via land border points and leave Kosovo within three (3) hours through airport or ground border points, provided that at the entrance you sign the declaration that it will release Kosovo within three hours;

4.2 The people who work as professional transporters (volzies), provided they respect the protocol for international transport for protection from COVID[1]19;

4.3 Citizens of the Republic of Kosovo who have been outside Kosovo in the last 12 hours;

4.4 Foreign citizens who pass through Kosovo through transport organised by bus or regular international line, transit, provided the declaration is signed that they leave Kosovo territory within five hours;

4.5 Foreign diplomats accredited in Kosovo;

4.6 persons under 16 years of age.

[Protection and security at work]

In public and private institutions, until September 26th, 2021, the obligation continues to come to work only the essential staff, while the non-sensual staff is obliged to work from home. For the sake of this decision, essential staff are considered workers whose physical presence in the workplace is necessary for performing tasks.

Public and private employers are obliged in collaboration with workers to determine essential staff.

Public and private employers are instructed to create conditions for performing housework tasks for workers who are not essential staff for the employers' needs.

All employees of public institutions, as well as staff of government-owned or municipality-owned public enterprises, must possess one of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the workplace.

Every public institution's top administrative officer is obliged to appoint one or more responsible persons who will control ownership of any of the supposed evidence at 2.1 to 2.4

Pregnant women are released from their obligation to perform physically at work

C. [General measures of protection and hygiene]

Public and private institutions, as well as other subjects, are subjected to holding hand disinfectant and a quantity of masks at accessable locations at the entrance of the object as well as in domestic environments.

17.1. Emergency nature cases (to seek medical assistance, drug purchases, to offer medical attention or assistance, to avoid injury or to escape a risk of injury);

17.2 Rounds for health personnel, security and operators performing jobs or public services;

17.3 Economic operators' night shift personnel providing the operation of the supply chain (including transport of goods/services), but provided they are equipped with special permits from the system The Kosovo Tax Administration's FDI.

17.4 The people who offer evidence that they should be at the airport during the curfew because they have to travel through the plane;

The Internal Affairs Department Emergency Operations Center may issue special permission for those who provide sufficient evidence for the need to limit your curfew temporarily.

Goat. [Institutions of Education]

Teaching activities in public and private institutions of pre-university education, including pre-school education institutions and the day's stay, are suspended until September 26, 2021. All public and private institutions of all educational levels were denied organisation of extra-school activities, such as field trips, group walks, different school staff parties, or students.

[Present for social and pension schemes]

The Ministry of Finance, Labour and Transfers is instructed to free all beneficiaries of social and pension schemes managed by MPT from regular appearances to relevant offices for ID purposes, as required with relevant laws.

[Confirming public and private meetings]

House meetings are allowed to be closed to 20 people (workers, meetings, seminars, trainings). The organizer is tasked with providing the 1.5m physical distance between people.

28.1 Assembly meetings of the Parliament and Government are allowed despite the number of people, respecting wearing masks and social distance.

The Health Ministry Emergency Operations Center can issue special permission, exceeding the number of 20 people, for events of particular importance in the function of public interest.

As many as 50 persons (publish) are allowed to assemble cultural events and events in foreign environments. The organiser is obliged to ensure that he maintains a 1.5m physical distance between people.

G. [Gastronomia]

Gastronomial services are allowed to carry out their activities in line with the relevant guide.

No gastronomial service in closed spaces. The attitude of customers (food and drink service) is permitted only in the open spaces of gastronomy bars.

Use of no more than 70 % of space capacity is allowed. The area is counted for food and drink areas. Meaning of expression open space and closed space has the same meaning as Law No. 04/ L-156 for Tobacco Control.

Customers should sit at any time within gastronomial services in which food or drink service is allowed, except:

38.1 While entering or exiting the premises:

38.2 While paying order;

38.3 During going or going back to the toilet;

38.4 When necessary for health and security purposes.

In cases of 38.1 to 38.4, wearing a mask is mandatory covering the nose and mouth.

Gastronomial services are allowed to carry out their activity between 5: 00 a.m. and 9:30. Music is only allowed until 9:00.

Local responsibilities should ensure that the distance between customers at different tables is at least a (1) metre.

The back of a chair with the back of the other chair should be at least three feet away. Each table should be equipped with disinfectant that contains at least 60% alcohol.

[Trading Centres and Other Economic Operators]

Commercial mall activity is allowed according to their guides.

All operators, who for economic activity have large-scale and retail trade, are engaged to determine the maximum number of local customers at the same time according to rule 1 person per 8m2. The individual responsible for the public or private institution and economic operators is obliged to stop lining or gathering in and out of the work/business environment, unless at least 1.5m physical distance is maintained by other groups of people.

[public transport]

No access to public transportation without a mask.

Travelers' road transport operators are allowed to work using 50% of the seat capacity. The taxi is allowed to travel to two travelers.

[Tathrot, Libraries, etc. ]

Cinemas, youth centres, culture centres with similar MKRS or Communist-based groups or institutions, until September 26th, 2021 suspend their activity.

55.1. Theatres, orchestras, ansembles, ballet is allowed to organise online performances (without public presence) as well as to maintain exercises.

By September 27th, activities under 55th are allowed to work using 30% of the capacity of space/representation of relevant objects. Keeping the mask and the physical distance of five hundred feet [1.5 m] between people is permitted.

The users of activities according to 55 points should possess any of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the facility.

Libraries and museums are allowed to work using 30% of the capacity of space/representation of relevant objects. Keeping the mask and the physical distance of five hundred feet [1.5 m] between people is permitted. The users of libraries and museums should possess any of the supposed evidence at 2.1 to 2.4 so that you can be allowed access to the facility.

One or more responsible people who will control the possession of any of the supposed evidence at 2.1 to 2.4 should be appointed by decision.

[Sport and recreation]

The organisation of sports events and exercises pertaining to protocols and recommendations of world organisations for organising sports events and with protection measures of the Government of the Republic of Kosovo.

The number of contest participants (sporters, clubs, officials, and other participants needed for the development of the race) is determined by sports federations by respecting the distance measure and other safeguard clauses.

There is no audience presence in closed space racing activities.

The presence of viewers, up to 5% of the capacity of the object or sports space (stadium, sports halls, pools, other closed spaces) is permitted in foreign space, respecting the distance size of 1.5m and other safeguard clauses.

Viewers in contestary activities in outer space should possess one of the supposed evidence at 2.1 to 2.4.

Race organisers are obliged to appoint individuals responsible for controlling the possession of any of the evidence according to 2.1 to 2.4, and to take specific measures, in line with international protocols, for mass management (phose) before, during and after entering the sports space.

The exploitation of finals, gyms, and similar activities is allowed. Clients and staff should possess any of the evidence defined at the 2.1 to 2.4 point of this decision.

Each gym, gym, and similar is obliged to assign at least one employee who will control the possession of any of the supposed evidence at 2.1 to 2.4.

Exploitation of finance, gyms and similar ones is in proportion to 1 customer at 10 m2. Establishing information marks and disinfectors (or other cleaning tools) on each master's device with the purpose of their awareness and disinfectation by each customer after use is permitted.

[Hollies]

From September 13, 2021, to enter the thermal baths, customers and staff must possess any of the evidence specified at 2.1 to 2.4 of this decision. At least one employee will be assigned to control possession of any of the supposed evidence at 2.1 to 2.4.

[Trades and slaughter of animals]

Public markets of vehicles, animals and birds are allowed to hold the event by exploiting 20% of the capacity of space/representations of relevant objects. The wearing of a mask and the setting of physical distance stalls of at least two meters is permitted.

[ Personal data and the method of checking evidence according to 2.1 to 2.4]

The appointment of authorized persons or employees authorized according to points 9, 25, 49, 50, 60, 68, 71 is made through the decision of the authorized person's name and surname. The presentation of the evidence mentioned at points 2.1 to 2.4 is made in a form that does not allow authorized persons or services authorized to control their possession, maintain, store, register or process data made to testify in any form unless the subject of data has given its consent in written form to process these data.

Authorized and named individuals to check the evidence mentioned at 2.1 to 2.4, in cases where the subject of data has given its consent in written form to process these data, are not allowed to keep data or reuse them for other purposes, in addition to completing the possession of evidence, in public health interest, and for the sole purposes of combating the spread of COVID-19.

The Ministry of Health is committed to extracting temporary, general and special guides for the prevention and fighting of COVID-19, as follows:

76.1. Acting guide to apply general measures for preventing and fighting COVID-19;

76.2. Acting guidelines for the personal services sector and businesses, industry, public administration and NGOs;

76.3. Acting guide for educational institutions of all levels;

76.4. Acting guide for gastronom, hotel, retail sector and shopping malls;

76.5. Acting guides to religious gatherings, funerals, workshops and cultural activities,

76.6. Early guide for fines, gyms and other recreation and sports;

76.7. Early public transport guide;

76.8. Early guidelines for health care institutions;

76.9. Acting civil aviation guide;

76.10. Acting guide for correctional institutions, asylum centres and foreign maintenance;

Guides from points 76 are mandatory for all persons and sectors to which they apply.

The Ministry of Health is engaged in explaining the points of this decision in the event of need.

[Zeighing]

The Minister of Health is engaged, AUV and Kosovo Police, in co-operation with emergency municipal headquarters, to oversee the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until I6:00 hours).

The Ministry of Health, USKKKK and IKSHPK are subjected to the Office of Prime Minister the weekly report (every Friday until 1600) for implementation of the measures, the state of health institutions, the epidemiological situation, and the predictions for the next two weeks.

The Ministry of Health is occupied that, based on Law No. 07/ L-006 for the Prevention and Fighting of COVID-19, on the territory of the Republic of Kosovo to make operational decisions depending on the epidemiological situation and IKSHPK recommendations.

Kosovo Police and Inspectors responsible for overseeing the implementation of measures, other decisions and relevant guidelines in implementing Law No. 07/ L-006 for the Prevention and Combating of Pandemia on the territory of the Republic of Kosovo.

For violators of the masses, competent organs are obliged to pronounce penal measures according to Law No. 07/ L-006 for the Prevention and Combat of Pandemi-19 on the territory of the Republic of Kosovo and other laws in force.

The only authority that can interpret this decision is the Ministry of Health, while any other institution can offer clarifications to the respective categories for which this decision applies, only after the health ministry approves that clarification.
