No weddings, changes gastronomial schedules, all new measures that have entered into force today

Kosovo government on Wednesday has adopted new anti measures - CO VID. These measures have come into force today. Health Minister Arben Vitita said at the Government meeting that specific measures do not in any case determine the obligation of mandatory vaccine. “The measures taken through this decision do not determine, in any case, the obligation to vaccinate [...]

Health Minister Arben Vitita said at the Government meeting that specific measures do not in any case determine the obligation of mandatory vaccine.

“The measures undertaken through this decision do not determine, in no case the obligation of mandatory vaculation, as restrictions imposed on the public can be met with the presentation of vaccination status, the result of a test that concludes that the person is not infected with the COVID-19, or that the person has been healed by COVID-19 and has enough antibodies of”, Vitita said.

Under new measures that take effect from August 20th and are valid until September 1st, the event of nightclubs, weddings, engagements and other family parties is banned.

Also, from August 20th to September 1st, access to gathering facilities, gatherings such as festivals and concerts, sports and cultural events, which have a capacity of over 100 people, as well as the organisation of these activities, are allowed only if participants have the certificate of vaccine with one or two doses of vaccine, test Negative PCR no older than 72 hours, evidence that the person has passed COVID-19 or antigen tests no older than 48 hours.

For general and special measures for control, prevention and fighting of COVID-19 pandemic

A. [Territorial implementation]

1. This decision applies throughout the territory of the Republic of Kosovo.

B. [The entry and exits of foreign citizens from the Republic of Kosovo]

2. All citizens who enter the Republic of Kosovo, including those with temporary or permanent permission to stay in Kosovo and who come from high-risk countries according to the official list of Kosovo's National Public Health Institute ( They should have a test. RT- Negative PCR for COVID-19 made in the last 72 hours.

3.7. Children under the age of 11. (11)

C. [Protection and security at work]

4. Pregnant women are released from their obligation to perform physically at work. Public Employers

C. [General measures of protection and hygiene]

5. Public and private institutions, as well as other subjects, are subjected to holding hand disinfectants and masks at available locations, at the entrances to the object, as well as in the internal environments.

9.4. Eating or drinking.

10. All public and private institutions are committed to specifying an employee to monitor implementation of the measure specified at point 8.

D. [Institutions of Education]

11. Public and private institutions of all educational levels continue to teach according to relevant guidelines for the education sector.

Twelve. All public and private institutions of all educational levels are prohibited

13. Ministry of Finance, Labour and Transfers directed to free all beneficiaries

The capacity of over 100 persons, as well as the organisation of these activities, is allowed only if customers/retailers possess one of the following evidence:

17.1 vaccine certificate for full vaccine or taking a dose of vaccine against COVID-19;

17.2 RT-PCR negative test for COVID-19, no older than 72 hours;

17.3 Evidence that the person has passed COVID-19 (test RT- Positive PCR released no less than 21 days and no more than 180 days or positive results of the serological antibodies test ) IgG, released mostly 30 days ago;

17.4 Quick negative antigen tests no older than 48 hours.

18. From August 20, 2021 to September 01st, 2021, one of the supposed evidence at point 17 must be possessed by all workers within the business/exposed activities at point 17, which are in direct contact with customers.

Nineteen. Business responsible persons/works suggested at point 17 are obliged to appoint a person who will control the possession of at least one of the witnesses according to point 17.

20. People under the age of 16 are not obliged to possess any of the evidence referred to at point 17.

G. [Gastronomia]

21. Gastronomial services, including restaurants and similar hotel spaces, are allowed to work until 10:30 p.m. and to carry on their activities in line with the appropriate guide. Locked space allows activists up to 50% of capacity

22. Local responsibilities should ensure that the distance between customers at different tables is at least a (1) metre.

23. The back of a chair with the back of the other chair should be at least three feet away.

24. There are up to four people on the table in closed spaces. If the tables are larger than two feet (2) m), then the prerequisite is to use space by respecting the restriction of five (5) to 10 m2.

25. The food and drink service is permitted in closed spaces for guests who are sitting or standing at a table or bar.

26. People on the table, bar, or desks on foot are allowed up to six (6) in outer spaces.

27. Each table should be equipped with disinfectant that contains at least 60-70% alcohol.

28. Guides should be placed in the locals' outer spaces regarding information to customers about the anti-provision protocol. COVID-19.

H. [Trading Centres and Other Economic Operators]

29. The business centres' activity is allowed in line with the 8th point of this decision and according to the relevant guides.

Thirty. All operators, who for economic activity have large-scale and retail trade, are engaged to determine the maximum number of local customers at the same time according to rule 1 person per 8m2. These operators are forced to mark the maximum number of customers allowed simultaneously at the outset. The area is counted for the area where customers are allowed to stay.

31. The individual responsible for the public or private institution and economic operators is obliged to stop lining or gathering in and out of the work/business environment, unless at least 1.5m physical distance is maintained by other groups of people.

J. [public transport]

32. No access to public transportation without a mask.

33. Travelers' road transport operators are allowed to work, exploiting

34. The taxi is allowed to travel up to two (2) travelers.

35. Theatres, libraries, orchestras, galleries, assemblies, ballet, cinemas, youth centres, museums, culture centres with similar MKRS or Communists subordinates, are allowed to work using 50% of the space/senders of objects

These are relevant for all activities (both during performances and during exercises), in line with point 8 and according to the evidence specified at the 17th point of this decision.

L. [Sport and recreation]

36. The organisation of sports events and exercises in terms of protocols and recommendations of world organisations for organising sports events and with protection measures of the Government of the Republic of Kosovo.

37. Closed space racing activities allow the audience to see up to 15% the capacity of the object or sports space ( sports halls, swimming pools, other spaces

43.7 Early public transport guide;

43.8 Early guidelines for health care institutions;

43.9 Early Civil Aviation Guides;

43.10 Acting Guides for Correcting Institutions, Centres of asylum and Foreign Preservation;

44. Guides from point 43 are mandatory for all persons and sectors to which they apply.

45. The Ministry of Health is engaged in explaining the points of this decision in the event of need.

M. [Zeighing]

46. The Health Ministry is engaged, AUV and Kosovo Police in co-operation with emergency municipal headquarters, oversee the implementation of this decision and hand over weekly reporting to the Prime Minister's Office (every Friday until I600 hours).

47. The Ministry of Health, KSKKKK and IKPK are subjected to the Office of Prime Minister the weekly report (every Friday until 1600) for implementation of the measures,

48. The Ministry of Health is occupied that, based on Law No. 07/ L-006 for the Prevention and Combating of COVID-19, on the territory of the Republic of Kosovo to issue operational decisions, depending on the epidemiological situation and IKKPK recommendations.

49. Kosovo Police, Inspectors Responsible, Monitor Implementation

Measures, other decisions, and relevant guidelines in carrying out Law No. 07/ L-006 for the Prevention and Combating of Pandemia on the territory of the Republic of Kosovo.
