Floods hit Bartin's coastal provinces, Kastamonu, Sinop and Samsun on Wednesday, destroying houses and bridges.
The helicopters also tried to save some people trapped on the roof.
The presidency of Disaster and Emergency Management in the country (AFAD) confirmed that rescuers had found the bodies of at least 15 victims in Kastamonu, the most affected region, where a building in the town of Bozkurt had collapsed.
Another body was found in Sinop, while an 80-year-old woman was reported missing in Bartin province.
Many of the affected areas remained without electricity, and village roads were blocked.
In Bartin province, at least 13 people were hurt when part of a bridge collapsed.
