Six years from signing Association and three other agreements

On August 25th 2015, four agreements were signed in Brussels on normalising Kosovo reports -- Serbia. The delegations of Kosovo and Serbia, in the presence of then chief of European diplomacy Federica Moghrini, signed the Agreement on Telekomunication, the Energy Agreement, for the release of the bridge over the Iber River in Mitrovica and the Association of Serb majority municipalities.
Then Kosovo Prime Minister Isa Mustafa said the “Association of Serb majority municipalities would have no executive competence” and that “agreements are in line with the Constitution and Kosovo laws. ”
Even then Kosovo Foreign Minister Hashim Thaci said the agreements “are in full accordance with the Constitution and the laws of Kosovo” and that “asciation will not have executive competency”.
The Kosovo side and the international community have insisted that all four agreements be signed together, as the Serb side has been mostly interested in agreement on the Association of Serb-run municipalities while Kosovo is on three other agreements.
But Serbia's President Aleksandar Vuciq has declared that the association will have its own chairman, vice president, assembly, council, coat of arms and flag.
According to him, the association will decide on four issues of the Brussels Agreement: health, schooling, rural and urban planning, economic development, adding that Serbia will have the right to finance this association without paying taxes or taxes.
Kosovo Prime Minister Albin Kurti has repeated several times that there can be no Association of municipalities on ethnic grounds, and according to him this is well defined in the Constitutional Court's ruling, published on December 23rd 2015, under which 23 principles of the agreement are not in line with the Constitution of Kosovo.
