Kurti Government Seeks Creative Solutions for Association

The general refusal to establish the Association of Serbian municipalities in Kosovo is not considered wise action for the country. Recognitions of the Kosovo-Serbia dialogue process require the Kurti Government to find a creative solution, in line with the Constitution to propose its foundation. In this way, they say, pressure falls on the Serbian side [...]
Life Krasniqi from the Kosovo Democratic Institute (KDI) says the country should be ready for the formation of association.
In that form alone, she says it will be covered by the fact that Serbia is not wanting association on the basis of the Constitutional Court's justice.
“should be seen how to move forward in this direction. The association must certainly be based on the Constitutional Court's act of judgment, creativity beyond what has been asked of Kosovo, is to go beyond that act of prejudice. But it must be seen, even in the agreements reached, but in the final agreement, it is not only Kosovo that has wanted to fulfill its commitment to association, but it is Serbia that does not want an association on the basis of the Constitutional Court's act of judgment. Here it will be, the insistence on Kosovo, that the country is ready for association under the Constitution, but Serbia is what it is unwilling to do. Topi, or pressure, be on Serbia and not Kosovo”, Krasniqi says.
Same action is demanding the director of the Institute. E PIK, Demush Shasha, who says there must be a kind of messiah, between Kosovo's stance and the Serbian side for establishing association.
The important thing, according to him, is that on the basis of Kosovo's proposal, <x0-top” to jump the Serbian side, then be in its right to accept it or not.
“Between these two extremes, I believe one can be found between. The burden for finding this messiah is for Kosovo at the moment. Once we've taken over an international obligation, which is the creation of association... They should propose a model of association between a fully competent association, as envisioned in Brussels and an NGO. So between being NGOs and association with executive competencies, there is one among which Kosovo institutions should propose in line with the Constitutional Court's decision. Here is the burden we have to make this proposal, then it may not even please Serbia, it is in its right to disagree. But the ball must be thrown to the other side. We must make this proposal in line with the Brussels Agreement and the Constitutional Court's decision”, Shasha claims.
Government motivation is also seeking the connoisseur of European integrations, Besnik Vasol, who also suggests establishing an internal mechanism of consulting political parties for proposing a solution to association.
We need to be creative and try to find solutions not to stop dialogue. However, at no moment by violating our country's sovereignty or stability. It is not in our interest, nor our international friends' interest to make Kosovo dysfunctional. But on the other hand, we like Kosovo should also create a slightly broader internal consultation mechanism of political parties to see if there is another option we can propose. Thus unlock the dialogue and extract it from this situation, which is”, he says.
From the resumption of dialogue, Serbia is insisting on discussing the topic of establishing the Association of Serbian municipalities in Kosovo, but Prime Minister Kurti as his alternative has proposed establishing a National Minorities Council, which has been rejected by the Serb side.
The government leader has earlier declared that association an ethnic one cannot have in Kosovo. /kp
