Dear Pristina citizens,

Honored media representatives,

Last month, the Pristina municipality held public discussion on the drafting and completion of the Municipal Development Plan for Pristina. This four-hour discussion introduced the Municipal Development Plan (PZHK) for the next eight years.

So, two months before local elections, the current Pristina government wants to approve a plan that defines Pristina's development for the next eight years. This is unacceptable.

The document, which is trying to pass, is one of the two most important documents for Pristina. The current governance is wanting the Municipal Development Plan, like the previous document of the Zone Map, to pass without broad and well-organised public discussions, without participation, without transparency.

This shows that, in addition to the extreme concrete of the city, a 20-year governance mentality in Pristina is being reinforced, where citizens and their needs are not at the heart of the discussion. At the heart of the discussion is the land, it is the builders, interest groups and deals for property co-efficiency.

Two weeks ago we launched a letter to the Pristina Communists Asmblists about the Municipal Development Plan and the need to stop it.

Today, through this conference, since we have not seen any response, I am addressing you with yet another request.

The situation is serious and we should have such an approach to it. Plans for the future must be made by future governance that will be chosen by citizens, not by government to go.

At the Comunal Parliament meeting, he will be voted into public discussion The PZHK.

The governance of whoever is in Pristina tomorrow makes no sense if the plan for the city's next eight years makes someone else on the run. I repeat, this plan, expected to be put into public discussion and sealed by Pristina's “development” for the next eight years.

Therefore, we call not to be voted for public discussion of the Communist Development Plan.

I'm asking a simple question for Pristina citizens:

Do you know that a document specifying nesting, roads, ambulances, parks, and large living buildings is being approved?

Is anyone notified that the Community Development Plan has been discussed and completed?

I can't believe citizens know that. They do not know because the Pristina municipality has summoned all citizens to a four-hour session to discuss the matter.

It is vital for Pristina and its citizens to stop this process here.

We should have a containment plan, planned and no one to reason for his rulership by calling on plans that someone else approved in the past.

The PZHK must adopt an incoming government in close co-operation with citizens, which would then serve the measure of its work. This is the straight path ahead of you."

No public declaration of parties for the Municipal Development Plan today implies support for this process. It also means that everyone who supports this old form of action is not interested in ruling with Pristina and Pristina, but only in power and close personal interests.

Therefore, today we appeal first to the current municipal administration, as well as to all Pristina assemblyists, to ban PZHK's finalisation.

We are not asking this to do the opposition, nor should we oppose this administration, but because we should be for Pristina and the citizens of Pristina.

Four hours of debate with plain officials for PZHK two months before elections, which defines the next eight years, is a mockery and insult to citizens. After all, organizing public and private lands is defined by this plan, and the exchange and movement of land in times when elections are announced is prohibited by law.

We cannot allow the government to do what the past government did. We must not allow government in the past to determine the development of the city and future governance to tie the hands of development.

It's time for us to get together indiscriminately and organize ourselves to the best of the city as we did together against harmful projects like that of Badovci.

We are at a time when we must change the culture of our government. Citizens should be involved and engaged in any decision-making process, especially when we speak of such big and strategic decisions.

Therefore, today we invite all citizens and all groups who love and engage in Pristina to get together to stop the process of voting on the Communist Plan of Pristina. Let's get together for the good of the city... because Pristina unites us.
