Members of the Kosovo Gastronom Association's Parliament gathered today to discuss the recent Kosovo Government decision, which is expected to enter into force for a short time.
This decision proposed by the Ministry of Health is very well understood, based on the epidemiological situation burdened with Coddy-19, which has yet to be managed, and which we have always been willing to support as the association. By starting and empowering the campaign about the vaccine, which we support and continue to support with our creativity and public calling, as well as proposals in relation to measures that are always aimed at protecting public and economic health!
However, such restrictions are not fair when our Government's support to this sector is lacking.
Businesses are closing down and the same are being left at the mercy of the atmosphere temperatures and capacities of each other just square areas of the tera, to cope with operational spending involving workers' salaries and rent obligations, liquidation of loans, obligations to ATK, etc.
Gastronomia is once again becoming only a sacrifice to these measures, perhaps for good reason, but with such restrictions and financial support, risking the fate of many workers and businesses, such a decision is only harmful to the economy and citizens. These restrictions should be accompanied by financial or changing fiscal policies, and with vision of facilitating doing business at such an extraordinary time.
As the Association, we think a co-operation with the Ministry of Finance is needed, respectively, with Mr. Iron Murati, to find some such necessary modalities.
None of the emergency measures undertaken by the two governments that have managed pandemics have been completed until the end, since there are many businesses that have reported not benefiting from them, which are always and of course, gastronomy is part of a large percentage.
Regarding the end of April, and in the case of the last financial measure, and especially when those tools were destined for our sector, half of the workers' wages and half of the rent, respectively, were 33% of gastronomy businesses that did not benefit from the same. So in this regard we've made some proposals that we expect the Ministry of Finance to review and invite us together to discuss and that some of them can understand the following:
I. Subvention of half the average salary of workers for three months.
2 / 1 Covering operational spending (farts, currents, water, waste) in 2020 and 2021 for businesses that have developed partial economic activity.
3 / 1 Monthly compensation for business owners who are not allowed to operate during the pandemic. Compensation should be determined by 10% of the 2019 net profit. This payment should be divided into monthly bases for a reasonable period.
6 / 1 To make legal changes that allow the payment of the current tax obligations, to be paid in the following year with a three-month instalment. This is only for taxing on corporate taxable profits, as well as taxes on personal income taxables for individual businesses. Offering this opportunity means that the tax obligations of the 2021 period will be paid in the form of in - laws in 2022. This form of payment applies to future tax periods.
V. Change the threshold for calculating untaxed personal incomes from 960,00 euros a year (80,00 euros a month), to 1,800,000 a year (15000 per month). While for higher salaries, a reasonable proportion is found so that tax rates can be applied: 4%; 8%; and 10%.
6 / 15 To postpone payments of credit deadlines and return of old overexplorations (before pandemic). The interest will be subsidised by the state budget.
6 / 15 Consider reducing tax rates in workers' wages and taxes in profit.
V 3 / 1 To extend the VAT's sales to 8% by 31 December 2026.
We expect urgent response of the relevant institutions of the Republic of Kosovo in order to act fairly and in time in relation to the economic difficulties facing gastronomy businesses, which are expected to intensify over the next week!
