Explaining from Montenegro: Kosovo citizens have no restrictions on entry into this state

Montenegro has announced that the entry of citizens of the region in this country remains unconditional and that no documents related to pandemic are required on Montenegrin borders, including the coronary test or vaccine certificate.
The unconditional entry applies to residents of Kosovo, Albania, Bosnia and Herzegovina, Croatia and Northern Macedonia, as well as to Montenegrin citizens travelling from these countries.
Earlier the National Centre for Border Management of Kosovo, on its Facebook page, has announced Montenegro's decision, saying that “to enter Montenegro each citizen should have one of four evidence, evidence of vaccine, negative test or anti-gen”. This centre had not clarified in its announcement that this rule is not for Kosovo citizens. The post has since been erased from the site of this institution.
In fact, according to Montenegro's Institute of Public Health, the restrictions in circulation apply to all other countries, except those in the region including Kosovo.
“If a person doesn't have any of these evidence (a single or both doses, a negative test PCR no older than 72 hours, evidence that COVID-19 has passed or a rapid negative antigen test no older than 48 hours), it is sent to a fourteen-day isolation that could end after the sixth day of entry into Montenegro through a test PCR negative”, said Institute Director Igor Galic.
The new measures will take effect 24 August.
Galic said the epidemiological situation in Montenegro is deteriorating and requires additional measures.
On August 19th, Montenegro registered 532 people infected with coronarys and five victims.
Asked by reporters about the reason for the expulsion of countries in the region from Montenegro's entry limit, Montenegrin Economic Development Minister Milena Lipovina Bozovic said there is currently no epidemiological danger from those countries, and, according to her, the economic advantage of such a decision is great because of the tourist season.
With a balance between health and the economy, there is neither health nor economy”, Bozovic said, adding that Montenegro cannot afford another tourist season under complete isolation.
The new measures, including some restrictions within Montenegro, are valid until September 10th.
