The EU statement avoids promises of accepting asylum seekers.
Thousands of Afghans have fled or want to leave Afghanistan, since the Taliban militants have taken control of this country on 15 August.
“Based on the lessons learned, the EU is determined to act together, to prevent uncontrolled movements of illegal migration to large scale”, the statement said.
The ministers also said the bloc would prefer to work with Afghanistan's closest neighbours, in an effort to strengthen their capacities to ensure protection and dignified expectations for refugees”.
The Taliban also ruled Afghanistan in 1996-2001.
Many Afghans have fresh memories of severe penalties since then, massive public executions, bans on schooling of girls and others.
The EU said support for Afghans could provide “in the form of shifting to voluntary base”, giving priority to vulnerable persons such as women and children.
Supreme United Nations Commissioner for Refugees Philippo Grandy said that he does not expect large numbers of refugees from Afghanistan to reach Europe if those leaving the country receive help.
