As far as the Democratic Party of Kosovo says such a delay is unacceptable in completing the Central Election Commission, from civil society say such a thing should be done only after the full publication of the Constitutional Court's decision.

From the office of Kosovo President Vjosa Osmani, no response has been given to Kosova Preress, when the appointment of two members of the Central Election Commission will take place.

This delay in appointing the same ones calls Democratic Party of Kosovo electoral secretary Betim Djoshi unnecessary, who says that the failure of the CEC is affecting preparations for local elections.

He claims they expected the second member. The PDK at the Central Election Commission will be appointed early this week, following the Constitutional Court's decision.

In this decision that the Constitutional Court has made, we have long warned, it has been unnecessary to delay the president unless the CEC is complete. It had to complete the CEC 60 days after the election ended. We ask the president of the country to respect the Constitutional Court's decision, and the sooner it gives us our constitutional right that we have as the PDK to have the second member in the CEC, as the Constitution of Kosovo says, the Law for Elections, but the practice to the present... We have long demanded from the country's president to play its constitutional role, as one representing civic unity, so to be on political parties, and now has the moment to show that it is impartial. We have been waiting since the beginning of this week to be assigned or to appoint us the second member, he says.

If the president does not appoint the second member of the Democratic Party in the CEC, Joshi says that decision will be rejected at the Constitutional Court.

“We believe that the country's president will not violate the Constitution of Kosovo, will enforce our right so that we have the second member in the CEC, on the contrary we will send her to the Constitutional Court and think that in case we will win”, Joshi says.

Eugen Cakoli, from the Kosovo Democratic Institute, says that following the full publication of the decision on the part of the Constitutional Court, President Osmani should appoint the second member of the PDK and Vacat at the Central Election Commission.

Any further delay, Cakolli says it will negatively affect the performance of the CEC's work and the preparation of local elections.

The decision to be published as complete and the parties to be handed over to the same president of the country without any delay following the appointment of members based on the Law for General Elections would have to have the second member meet The PDK, while from the ranks of communities, meets the political subject Vacat, which has the largest number of votes among other communities. Any other delay will negatively affect both the performance of the CEC's work because being a constitutional institution should be guaranteed the right to all parliamentary political subjects to be represented in this institution, but also considering the fact that most of the decisions that will now be made in time of elections by the CEC require qualified majority of 2/3. It is imperative that it be completed to avoid any situation in which any party could boycott the CEC's work by unable even to make decision”, he says.

On the other hand, Central Election Commission spokesman Valmir Elezi says that despite currently having no quorum problems at CEC meetings, full composition would facilitate the work of this institution.

“As far as the composition of the CEC currently comprises nine of the 11 members as the Constitution of the Republic of Kosovo envisions. What's important at the moment of quorum and achieving decision-making is possible in this composition, but of course the complete composition of the CEC, in this case of 11 members of course would facilitate the work of the CEC”, Elez says.

Kosovo President Vjosa Osmani, on May 12th of this year, has appointed eight members of the Central Election Commission, while for two members has turned to the Constitutional Court, which last week has declared its request unacceptable. / KP
