The contract in question has a length of 5 years, with a price of 4 euros and 90 cents.
And there has been disappointment that this would immediately identify unregistered cars, just when many citizens are heavily burdened by poverty increased by the Devid-19 pandemic.

Clarification for public opinion about the “tective” agreement
This agreement as a process began in 2018 at the time when the Government was led by Ramush Haradinaj and the ministry by Paul Lekaj.
The procedure has been through expression of interest where several companies have applied, and at the end of the assessment commission, the responsible winning company has been selected.
When we came to Government we found the deal ready just to sign. Three months I have not signed this agreement until I have made sure it is all in accordance with the law and procedures and that it is the interest of Kosovo. I have authorized total auditing of the process and received opinions from the prime minister's legal office and the ministry's legal office. All recommendations have been to sign agreements because otherwise we will have financial damage as a state because the company wins the case in the courts. I signed this agreement on June 8, 2021.
What does Kosovo benefit from this agreement?
In Kosovo, there are currently 20% to 30% of unregistered vehicles. The main criterion for application for the green card is for this number to drop below 5%.
Last year, insurance companies have imposed a 30-euro tax on the detection of damages caused by unregistered car accidents.
The contagious ticket affects the slight escape of vehicles in communications so it will soon enable us to reach the threshold below 5% of unregistered vehicles. With this we benefit as citizens because on the one hand the 30-euro tax is lifted, and on the other, we meet the main application criterion for green card applications with which the benefits are many. Another benefit, of course, is road safety because we will not have vehicles without technical control and recording in communication and therefore fewer accidents.
