The expectations for concrete developments even from this summit are minimal from the connoisseurs of the Kosovo-Serbia dialogue process. According to them, at least from this meeting there should be a reconciliation for topics and agendas that should be negotiated in the coming months.
Dialogue process acquaintance Besnik Vasol has said he does not expect much from the next meeting, Kurti-Wuchic, since he considers it to be similar to the past.
He has said of Kosovo Press on Prime Minister Kurti's four demands there have been no concrete answers and it is seen that the parties are positioned in their goals. To find solutions, Vasol requires more active involvement of the US for the parties to start dialogue and move towards an agreement.
“will be a meeting similar to the past. Mr. Kurti has put forward a few demands for which we have not seen concrete answers. So I think both sides are positioned and are not showing readiness to move from those positions. As soon as the EU arrives to convince them to move from their positions, I have questioned it. Perhaps the U.S.A., which appears to be involved, has the potential to do little lobby and positive influence on the two sides to continue with dialogue and proceed directly to a” agreement, Vasoli said.
Pessimist is also Emir Abrashi from “Democracy Plus”, who has said he does not expect real developments at the July 19th meeting, but hopes he will at least agree to a more serious recovery of this process.
I don't have any expectations for any real development in this next meeting... "However, I hope there is at least agreement to seriously return this process”, he has declared.
Although it says there may be moves forward at the next Kurti-Vucciq meeting, Violet Hajoli from the Kosovo Democratic Institute (KDI) has added that Kurti Government in this process is slow, as it is taking the necessary time to review and analyse steps towards reaching a final agreement.
“As far as moves forward, I can say that we are optimistic that dialogue will have concrete developments, moves forward towards normalisation. However, on the part of Kosovo we are seeing that the Government is willing to take all the time needed to develop this process, not by rushing, but by carefully reviewing and analyzing the steps towards the agreement. So we don't see a fast deal”, she said.
At the first summit under the resumption of Kosovo-Serbia dialogue, Prime Minister Kurti presented four proposals: The six Western Balkan states advance CEFTA to SEFTA. Kosovo and Serbia immediately sign a joint peace agreement, pledging they will not attack each other. After mutual recognition between Kosovo and Serbia, in both countries there will be bilate reciprocity, including the minority issue, for Serbs in Kosovo to have their National Council, as do Albanians and Bosniaks in Serbia. As a last proposal, Kurti demanded Veljko Odalovic's resignation from the Serbian delegation for the dead.
In addition to this summit, the meeting of two expert-level delegations was held last week.
