The Commission for Agriculture, Forestry, Rural Development, Environment and Spatial Planing and Infrastructure has failed to send the draft law on changing and completing the law on vehicles to Kosovo Democratic Party deputy Bekim Haxhiu has issued the meeting as a result of his discontent with the lack of a public hearing.
Commission Chairman Victory Pacolli said they will ask the ministry to draft a new law, as there are many problems and things that need to be changed.
But it was MP Hadziu who repeated several times his request to first have a public hearing.
He said it is for the removal of the counterpart, but that experts should be heard first.
Haxhiu added that there is a difference in the opinion of the prime minister's office, which stressed that it is also good for Vetevendosje Movement to buy time, while taking even the opinions of experts.
I'm here to have the counterpart removed for new cars, but such a law done without public hearing I don't think it meets the legal side of the law's adoption. So, I invite you before you proceed further to the Assembly, it would be good to organize public hearings and receive remarks and suggestions because the time MPs make referrals in the law has now passed... The opinion of the Prime Minister's Office is at odds with what you are proposing. Did the Prime Minister's Office do well, or did you, then remained in pa”, he said.
In spite of that, the commission's head voted the amendments to the bill, while MP Haxhiu issued the hall, which unable to send him to the Assembly.
I'm putting these changes to the next session so that we can make these changes and make way for ourselves as a commission, start working that we should send the ministry our recommendations. Who's for this? (Haji as he departs the hall: Without public hearing, I don't approve laws. Who's for? Now we have Deputy Hadziu, who's out of the hall and this can't afford a quorum. Certain MPs are not to remove the monopoly taking place in the counterpart, we continue at the next meeting to push this law” away, she said.
At this meeting, along with automotive law, the commission also discussed road safety.
Commission Chairman Victory Pacolli said the commission for security has called for co-operation with the Agriculture Commission over legislative initiative for road security.
She announced that a joint meeting with members of the two commissions is expected to be held in the coming days to agree with a working group.
While MP Bekim Haxhiu said he enjoys any legal initiative for road security, but added that the intention to clarify whether they enter the other commission's competencies should be well specified.
