Monopoly: The infectious ticket company entered the millions' process just two months ago.

A company created three years ago, with a capital of 1,000 euros and three workers, has been entrusted with a job providing 2m euros. The company's work is to provide sticky ticket, with the aim of confirming the technical control of vehicles. But how was the company being selected to perform [...]?

The Ministry of Environment, Space Planning and Infrastructure has signed agreements with the company “Auto Control Kosova”, for offering the sticky ticket in order to confirm the technical control of vehicles, whose cost is 4 euros and 99 cents.

The timing of this agreement is for a period of five years, until it begins to implement on September 1st of this year.

This has been confirmed by Hysen Durmish, deputy minister Leburn Aliu, on one of the television sets in the country.

Under the deal, citizens are obsessed with equipped with sticky tickets after registering their vehicles.

“Whoever registers his vehicle, is obliged to equip with stickers initially to pay a tax of 4 and 99 euros, but citizens need to know that they may have a financial burden on this at the initial moment, but very soon they will be released from a different”, Durmish said.

But how was the company offering these sticky tickets selected?

From the “Auto Control Kosova” have declared for Gazeta Express that the process of providing service with “Ticette glue” began on September 19th, 2018, when the public announcement of the Ministry of Infrastructure was announced on the web site.

“For offering this service have submitted three economic operators' bids, among them also in the Auto Control Kosova S. P.K in partnership with Austrian company Forster Verkehrs- und Werbetechnik GmbH (now: FORSTER). After the assessment it has been found that Auto Control Kosova KPS has met all conditions and criteria, while the other 2 operators have failed to meet the required conditions and criteria. So, the process has been open to all companies without any restrictions and is respected by free competition”, the company says.

The company says they have been denied the right earned for three years, since this process has been finalised in June of this year.

This process, despite delays, has passed all phases of assessment and has been finalised in compliance with the legislation in force, only in June 2021. For us as a company (Auto Control Kosova), and especially the partner company FORSTER, it has been meaningless why for three years we have been denied a acquired right, and because of not offering this service with “Ticette contagious” public interest (this is going to be clarified for you following the letter)”, they have declared from “Auto Control Kosova<5>.

The company has reasoned with the benefits it says it offers, which it claims are: Enhancing road safety, halting losses of 20 million euros from unregistered car accidents, reducing losses from unregistered vehicles, Green Carton membership, while saying that additional payment of 30 euros for car registration will be allowed.

This service allows the removal of an additional 30-euro fee that citizens currently pay for vehicle registration (so, with the delivery of this service by “Tict the sticky”=x2> and creates the conditions for the payment of 30 euros, with the citizen paying 25 euros less than he currently pays. So, we re-focus that only in terms of this tax, the citizen will pay 25 euros less, after implementing this service”, is said to be further in response.

Based on data published by the Business Record Agency, “Autto Control Kosova” has been registered as business in June 2018.

Its capital is 1,000 euros, there are only three workers, until the number of shareholders stands at seven.

As primary activity, this company has declared the majority trade in auto parts and accessors.

And if all goes according to the deal, this company is expected to have an annual circulation of about 2m euros.

Deputy Prime Minister Hysen Durmish has argued the contract's connection, saying that via “contagious” unregistered vehicles will be identified, therefore the number will fall.

The contagious “Ticeta affects the slight identity of vehicles in communications so it will soon allow us to reach the threshold below 5% of unregistered vehicles. With this we benefit as citizens because on the one hand the 30-euro tax is lifted, and on the other, we meet the main application criterion for green card applications with which the benefits are many. The other benefit, of course, is road safety because we won't have vehicles without technical control and recording in communication and therefore less accidents”, Mr. Durmish wrote today.

The agreement signed between the Ministry of Infrastructure and “Auto Control Kosova”.

There have been numerous reactions to signing this agreement.

Alliance for the Future of Kosovo Chairman Ramush Haradinaj has called on citizens to protest to oppose this tax, despite the company's call for public announcements being made at the time he was prime minister.

He has said that this decision benefits a private business and clears citizens' pockets.

Meanwhile, Social Democrat Party official Nol Niushi, who has said this agreement is a clear monopoly.

The biggest problem is the agreement the ministry signed with the firm “Auto Control Kosova” sh.p.k. This firm is registered in June 2018 with initial capital of 1000, and has only 3 employees. Its activity is to trade cars and car parts. Last year 370 thousand cars were registered. So a firm of 3 employees will circulate around $1,800,000 in a year. Pure Monopoly” wrote Nushi.

This agreement has only been welcomed by the Kosovar Insurance Bureau.

BKSCH Director Sami Mazrek said that despite the amount citizens will pay it will positively affect the decline in unregistered cars.
