Every two months it's up to the detainees to ask for temporary release to be protected in freedom. But this was not approved last time since one of the judges said that if there were concrete guarantees from the relevant state, it would have to be considered this request of Thaci for release.
Now, in the new request, in those documents that were made public by the tribunal, Thaci has given two concrete guarantees from two different states. Of course the states are not blank, but they are official confirmations that are two states. We can speculate based on information that is public with the Special Court. One state says it's a contributing state in court and the contributing states in court are five: Canada, Norway, Switzerland, Turkey and the US. So one of these countries is the guarantor and in my opinion is the state of Turkey. I'm assuming, according to them. Another state appears to be Albania or Slovenia”.
