Latifi after arrests at the KPM: Among the most serious cases since the founding

For more than two hours, the report by members of the Independent Commission for Media on the Commission for Public Administration, Local Powers, Media and Regional Development has lasted. The arrest of chief chief and director of administration and finance in this institution was the main topic that dominated the discussion on this commission. Before the commission deputies, the chairman [...]

Before the commission's deputies, the chairman of the Independent Commission for Media, Xhevat Latifi, said their arrest presents one of the most serious cases in the institution's more than 20-year history.

He said that after the arrest took place, like the KPM, they have made a decision to suspend the chief chief chief and that Kosovo's Assembly has announced the event.

The “is one of the most serious cases in the 20-year history of the KPM. All the information that KPM has is information that we get from the media, we don't have any official access to documents. We have addressed the Kosovo Assembly to you as a commission to warn you about the newest situation. Our judgment has required that this serious crisis be overcome together. As long as we haven't had any information the Commission has subjected them to find solutions, we have passed the interpretation by the legal office to take the steps, we have suspended the chief chief, we have elected the new chief chief's replacement,”, he said.

LVV MP Nijazi Isaac has demanded to know that any disciplinary measures have been pronounced against the same, and that, according to him, the KPM must have a disciplinary commission.

When there are such workwork violations, which are serious violations, I think the action is within the institution, certainly after a disciplinary commission”, Isaac said.

The commission has also discussed the issue of digitisation, which the KPM chairman said if there is political will, this could be accomplished very soon.

“If there is political will and political determination in this case in the legislature and the government digitisation can come very soon. The KPM is ready to bring its obligations and requirements ahead of the” mandate, he said.

Commission Chairman Doarsa Kica Xhelili has asked to know where the digitalisation process is currently.

She has responded to KPM member Violet Hyseni Kelmendi, who has shared details about the digitalisation strategy.

The strategy for digitalization has been in place for years that have been carried by the government to the KPM and vice versa has been followed several times. It was then demanded by the government to adapt and comply with an administrative guide, the office has made the change, the budget has been modified, because it has been said the cost is too high and is required to reduce costs since there is no budget to pass as such. The moment the KPM revised the strategy was then handed back to the strategic planning office at the prime minister's office, until the moment we're talking at least in writing we don't have an answer from the strategic planning office why it's not proceeding further”, she said.

Commission deputies have sought to know the reasons why the KPM has decided to temporarily suspend issuing licenses for audiovisual media service providers via the distribution operators' network.

KPM chairman Xhevat Latifi said it was done in order to set up the criteria for licensing.

The license issue is going to set criteria, because we from the information we get from the office are able when a large number of people who get licenses are not even offered to pay the license and a number of them are not active, we've had cases when we got a license. From the information we've had on the issue of stoppage and change always considering establishing the criteria that lead at least those who claim to make television, to be significant criteria and that are met to show the seriousness of our license. This has led to a suspension of regulation and the creation of a new” regulation, Latifi said.

Part of the commission's discussion became some of the decisions KPM has made in relation to the media, and since the KKPM was asked to inform even in detail about all events.
