On Montenegro's coast are some properties belonging to Kosovo since the time of the former Yugoslavia, but which are currently usurped, privatised, or alienated from various companies in the country.
These properties are found in the best-known coastal cities, such as Budva, Ulcinj, Tivar, Tivat, etc., and present the most beautiful tourist development sites in Montenegro.
The Kosovo Justice Ministry, long ago, has exercised an indictment for the return of property rights, which both analysts and some political representatives in Montenegro support.
The former deputy chairman of the Montenegrin Parliament and current MP, Genc Nimanbeg, has consistently demanded that property rights be respected.
These properties are attractive, especially Kamenova's property, in the Budva municipality. It is among the most attractive holiday and a beautiful coastal bay for investments. Here it must be done all it can to make the right to property come true. I have had contacts and meetings with Kosovo ambassadors in Montenegro and with Kosovo politicians, to whom I have expressed our concern and the thought that their ownership should be resolved. However, it is up to the state of Kosovo to deal with this issue and return to what they think are their”, said Mr. Nimanbegu.
Analyst Hajrullah Hajdari estimates that the demand for property returns is legitimate and that intervention in international courts is also needed in this context.
I think that demand is legitimate and they are right because property is considered sacred regardless of political and economic circumstances because the land should be restored to the owner. Any other action is legal is violation or politicised action. In this case I think Kosovo should have the power and will at least go to the Strasbourg Court, which will undoubtedly judge in favour of Kosovo”, analyst Hajdari said.
Meanwhile, Montenegro's Deputy Prime Minister Dritan Abazovic blamed the country's judicial system and prosecution for neglect to resolve property problems.
In Montenegro, perhaps even in Kosovo, we have many problems with the judicial system and the prosecutor's system. This has to do not only with this case, but with all existing cases where for decades they do not gain any desired epilogue. We hope that even this case will end, as it does not depend on the government, as the court system is known to function independently. However, a positive pressure must be made for this subject, but others must be closed”, said Mr. Abazovic.
The Kosovo Privatisation Agency has enumerated 35 properties located in Montenegro. In addition to property on the Montenegrin coast, other properties are objects and offices in several cities in the country. / VoA
