Kosovo's top diplomat, Donika Grovalla-Schwarz, has distributed the full speech at the Dubrovnik Forum held Saturday, where it also mentions its statements against visa non-liberalisation and the Mini-Schengen issue.

Gervalla-Schwarz has published her full speech given at Saturday's forum through a post in her account on Facebook. In the speech, among other things, Kosovo's top diplomat acquitted the EU of not liberalising visas, saying Kosovo must carry out its duties in the field of law.

“Therefore, but above all for ourselves, we must fulfill our duties: We have to build the rule of law, including being tough towards corruption. We must guarantee freedom of the press and make real legal reform. We haven't gotten there yet. And there is no reason why we blame the EU for our mistakes”, it says among other things in the speech released by it.

The deputy prime minister during the forum has also talked about the issue of Mini-Schengen, about what she has also crashed with Serbia's State Secretary, Nemanja Starovic. She named this project <x0fals and trap”.

Let me be very clear: there is no Mini-Shengen. It's Fake. And it's a trap because it claims to be like the EU, without being. The real Schengen is exactly the opposite of what is called Mini-Shengen, because the real Schengen was created not at the beginning of the common European market, but rather, it has been the result of deep reforms and complicated negotiations among EU member states”, it has written.
