In Brussels we have originally had separate Kosovo meetings - EU and Serbia- The EU. Kosovo Summit - The EU was held Tuesday and lasted six and a half hours, plus one hour and 20 minutes two eight-tat meetings between me and Mr. Lajcak. At this meeting, we have identified 11 agreements in which Serbia has not met its obligations. No single sentence was mentioned with the association. The only issue where our position and the EU has not been the same involved with the KS signs.
Serbia-led meeting The EU was held Wednesday morning and lasted approximately 3 hours. The Serbian side has raised 5 topics in which it has claimed the Kosovo side has not fulfilled its obligations.
Kosovo trilateral summit - Serbia - The EU was held early Wednesday at 1:30 and lasted 3 hours and 20 minutes. Our side has repeated our remarks, and the Serb side has raised five of its concerns, of course with the main focus on association. In my response to the Serbian team's “concerns”, I have also addressed association.
In response, to the part of the association, I have initially ascertained Serbia's lack of moral credibility to ask for any implementation on the Kosovo side, as long as they themselves have not implemented any agreements in which they have seen no benefits for Serbia. Then I listed all of Serbia's parallel illegal structures in Kosovo as in politics, security, education, health, economy and finance, and I have confirmed that in time Serbia has not worked on their extinction, but has strengthened the same decisions on appointments signed by key individuals such as the president, prime minister or president of the Serbian Parliament, and problems with the illegal transfer of money for their financing. I have mentioned companies operating illegally in Kosovo, as well as the mayors of several municipalities who at the same time have been brought up by local elections in Kosovo and financed by the Kosovo budget and are also appointed as chairman of Serbia's <x0 provisional institutions” in Kosovo.
I have found that these structures, Serbia is not setting up for no reason whatsoever, and that they are aiming at legalising the same through association. I also added that only when in Kosovo no Serb parallel structure functions; when there will be no illegal financing from Serbia; and when no one in Europe can dispute Kosovo's sovereignty and territorial integrity, we can seriously sit down and discuss the most suitable modalities for protection and advancing minority rights, of course, if even the minority consider it necessary, citing the fact that after the associated with Kosovo Constitutional Court, no Kosovo Serb protested but Belgrade reacted.
