According to Article 21.2 of the Financial Adjust 01,2013 - MF Spending Public Money, “The cost that doesn't require procurement is: Salaries, cash-paid expenses, advances for travel, municipality, subsidies and transfers, interdepartial transactions”.
Despite this, the National Auditor's Office, published for 2020 of the Health Ministry, has found that a fee worth 127,885 euros, involved preparing and transporting corpses as a result of “CO VID -19”
“The services were performed without following procurement procedures. The payment was executed through judicial decisions, as officials responsible for the payment proceedings have not carried out the payment and OE has sent the subject to the private owner and won the case”, the audience stressed.
In this case, the audience far wrote that according to Health Ministry officials they have not asked the company to perform the service (the services were performed at SKKUK), but since the ministry has been assigned as a host of Pandemi management processes, and that services are managed in co-ordination with the Emergency Operational Centre, they have accepted the proposal of failure to reverse the subject.
All of this, according to the audience, has an impact on itself: “The OE's commitment to performing services without procurement procedures, except that it is contrary to regulation, has also impacted additional expenditures since the ministry has not carried out the payment and OE has sent the subject to the private owner and earned the case”.
In this case, the ministry has been recommended to ensure that in emergency cases of spending use the negotiated procedure under the Procuration Law. And in cases where expenses do not belong to the Ministry to reverse the classes.
