In doubt: Prizren municipality wipes out 364 thousand-euro citizen debt system

The audience wrote in the report that based on data provided by the municipality has been noted that during 2016-2020, from the cashed account registry of the Komuna waste had canceled or canceled debts worth 364,284 euros to 2,397 households on the grounds that it was wrongly billed by two bills for the same household, reports news.

The municipality uses a software programme to meagime forged waste accounts, but this programme does not provide sufficient security, since, according to municipal officials, there is no trace left of debt repayment and other changes”, the audience wrote in the report.
According to the ZKA, this has been due to lack of effective internal control with the case of write-off.
The audience has further stressed that erasing debts in the absence of protocol complaints, as well as not forming the commission for their review, increases the risk of write-offs in the absence of relevant evidence, as well as affects unfair treatment of taxpayers.
“Furthermore, intervention in waste software by canceling bills without any trace to the system, allows room for misuse, and causes uncertainty of the accuracy of the forged accounts”, the report noted.
ZKA has recommended the mayor of the municipality that it must form a professional commission that will verify the closed-down/annulated bills to ensure that the completed/annulated bills were really wrong based on the actual situation.
