At the opening of the meeting, Prime Minister Albin Kurti has once again expressed condolences to all the families who have lost their most loved ones in the heavy communication disaster near Slavonski Brod in the Republic of Croatia. The prime minister has thanked the state of Croatia, the Croatian state institutions and heads of state for their unhurt assistance and has expressed the willingness of the Government of Kosovo to stay close to the families of the victims of this serious accident.
The bill on works from precious metals has received the approval of the Government. This bill defines the conditions of activity and technical requirements for composition, content, and posttraining of works from precious metals, as well as the conditions for controlling and curing the works, as well as metrological supervision. Following the approval of the Assembly of the Republic of Kosovo, this law will be implemented by the Kosovo Institute of Metrology and the subjects involved in the requisite, import and trading of construction from valuable metals, half-works and works of processors.
The amendment ratification bill on co-finance agreement for the “Program supporting water supply and channeling project in rural areas, Stage (slow) VI”, between the Government of the Republic of Kosovo and the government of Switzerland, is the second Bill to have received approval from the government cabinet at today's meeting. With the amendment to this agreement, the contribution from the Swiss government to this co-finance of 572 thousand Swiss francs increases, with what the Swiss government's overall contribution amounts to 7 million and six hundred and seventy million Swiss francs. The wording of the deal also modifys the duration of the agreement and will cover the period 1 January 2019 to June 30th 2022.
The government has also approved the six-month report, January 1st-30th, 2021, on the Kosovo Republic budget. According to the report, total revenues in this six - month period total 1,185.41m euros and represent 45 percent of the planning, while compared to the first quarter of the year's preliminary year, there is an increase of 20% more.
Budget spending in this period, according to the report, totals 1026.98m euros and represents 38 per cent of planned expenditures. Compared to the previous year, there is an increase of 93.24m euros, or 10% more.
The annual financial report for 2020 was also approved at today's meeting. This decision abolishs the No.06/06 decision of April 12th, 2021 of the Government of the Republic of Kosovo, and this report will be prosecuted in the Assembly of the Republic of Kosovo, according to the requirements of the Law on Management Public Finance and responsibilities. The re-approvation was made after the review and avoidance of technical concessions and necessary clarifications of this report.
The government has also adopted the decision to establish the ad hoc Commission to select the 5 (5) board members of the Independent Commission for Mine and Minerals in this composition:
1. Sami Dvorani, leader;
2. Fadilla Dula, Z. Secretary General of the Ministry of Education, Science, Technology and Innovation, member;
3. Irfan Lipovica, Z. Secretary-General of the Ministry of Industry, Undertaking and Trade, member.
The government cabinet's approval at today's meeting has also made the decision to change and fulfil the entry conditions, trans-transition, stay on the territory of the Republic of Kosovo and the visa regime in the Republic of Kosovo, No. 15/158 of the Government of the Republic of Kosovo, dated 29.11.2013 as follows:

Writers of foreign travel documents and currency documents issued under the Convention on Refugees Status (1951) and the Convention on the Status of Persons Without Citizenship (1954), issued by EU member states and Zone Schengen, as well as the United Kingdom and Northern Ireland, the United States of America, Canada, Australia, Japan, New Zealand, are released from the need to be equipped with Kosovo visa for entry, transmission and residence on the territory of the Republic of Kosovo until 15 days without a visa.

Appendition 1 of Decision No. 15/158 of the date 29.11.2013 is changed by removing astrex from the United Kingdom and Northern Ireland as a hallmark of EU member states.
Other parts of the decision No. 15/158 of 2911.2013, decision no. 08/167 of the 2201.2014 and decision no. 14/55 of the 06.07.18 remain in force.
The government has earmarked 430 thousand euros for the Ministry of Health, those that will be used for the payment of specialists for July 2021. While five (5m euros) have been earmarked for the Ministry of Agriculture, Forestry and Rural Development for the implementation of Paco's 2.5th Economic Resurrection Mass.
With the defence ministry's proposal, the Government of the Republic of Kosovo has approved the decision to suspend the provisional suspension of Article 22 (Addition 1) regulation for wages, additions to salaries and other compensations to the Ministry of Defence and Security Force of Kosovo, until the completion and change of regulation by the Government of the Republic of Kosovo.
The government's approval has also received the initiative to link the annex agreement to change the II annex of the Free Trade Agreement between the Republic of Turkey and the Republic of Kosovo, in terms of the definition of “product of origin and methods of administrative co-operation”.
The government at today's meeting has also approved the Document concept for the management system and performance-based grants scheme.
With the Local Power Management Ministry's proposal, the government has approved the decision to re-regard the means in the amount of 500 thousand euros. Rebanked tools will be used for the realisation of 11 understanding agreements for the realisation of capital projects signed between the Ministry of Management of Local Power and the mayors of municipalities.
The Government's approval has also received the next proposal of the Local Power Management Ministry for relocation of resources in many of the 150 thousand euros for the capital project “Resilination of the water pipeline network” in the Decani municipality, in line with the agreement signed by the Ministry of Management of Local Power and the head of the Decani Commission.
