And the framework's performance in terms of lawmakers is considered weak by civil society, for which they blame Government for lack of legislative agenda. Albert Krasniqi from “Democracy Plus” has said that the government's previous programme, for this year to be adopted in the 192 laws, will not be realised because the executive has prosecuted very few lawmakers' bills.

The launch of new legislatures is generally slower, because the government depends very quickly on preparing its legislative mandate, as soon as it sends laws or bills to the Assembly, then it affects and dictates the work of the Assembly. The government is the principal sponsor of the laws, and the Parliament makes laws itself. And in this case there were delays from the government in preparing the legislative plan and there are delays in sending the bills to the Assembly, the Government has had a very ambitious programme somewhere around 192 laws it has seen approved within this year, while so far it has submitted two bills and an international agreement, and it is also a GP initiative of PDK and VV. Thus, only one law has been passed from this legislature that is a poor performance and has not sent 36 bills, which would be needed by the end of June under the Government's legislative agenda to be sent to the Assembly for review, and that is hindering the Parliament's own work”, he said a proposal for EO.

Also, Kosovo Democratic Institute of Kosovo job monitor Agnes Haxhiu said there is a lack of performance in terms of lawmakers.

Considering that by the end of the year, 192 laws are meant to be processed will be a big challenge to achieve this agenda within the short period of time, considering that we now have a break between the two Assembly sessions, but local elections”.

Also, this legislature is being criticised for lack of real parliamentary debates.

Former Kosovo Assembly President Wisar Ymer said the parliamentary discussion of this legislature is not essential.

In turn, the director of the Institute for Social Policy “Mousine Koklari” criticised the approach of the government against the opposition, which the executive is, according to him, trying to show dominance by ignoring opposition subjects.

“For what I have been able to follow, but some things are certainly different from one of the biggest changes is a Parliamentary Group that is extremely large, so the Vetevendosje group, which has never been from previous legislatures, and that has a slightly negative impact on MPs' activity because a considerable part of this large parliamentary group does not stand out at all, since the greatest work is done by individuals even being within a group then covering their commitment”, he said.

“While I think the discussion in the Framework is going on the way it was before, we have more of this kind of debate about pleasing militants, more than that you have some substantial discussion about the topics that the current government has raised and in this direction I expect from this government that will behave differently with the Assembly in the sense of increasing the role of the Assembly as the platform of political discussions and ideas, but I see often that the current government, is falling into the trap of the Governments which through disregard for the past and scorning of the Parliamentary Movement has been moving to a local position and the parliamentary group that is going to lead the political group, as well as I think the leadership of the party is going to be very much of the government, and the fact that the Yrs are not going to oversee the party.

Likewise, Krasniqi says that the approach of the government has been to the opposition is negligible. According to him, the government cabinet and the prime minister are trying to show some kind of superiority towards the opposition.

The opposition parties are using parliamentary interventions to oversee the government's work, but also to highlight the failures they consider to be having, whereas the majority is taken more with name and dismissal of agencies. And as for the debate that the ruling party but the members of the government cabinet have had arrogant access to the opposition, often trying to show them how opposition will become, or saying that the ruling party has had to call no parliamentary debate because this would mean more minutes, it would mean a mocking approach in the report with the opposition trying to relate the debate and show some kind of superiority, but I believe to respond to criticism that this is a Government made up of people who have no professional experience, they don't have any aspect of the past, they don't have the management of the debate, and the debate is carried out of the debate.

However, according to Hadziut, this legislature has many positive sides, as they do not face a lack of quorum like the preliminary ones.

She also stresses that there is an improvement in management of jobs by the chairman and Headship of the Parliament.

“For this period of time there are many positive aspects in comparison to past legislatures considering that especially in the past two legislatures we have had a lack of quorum in decision making that is normally due to a pretty fragile parliamentary majority, this is no challenge to this legislature. At least it reaches a majority of votes, as the source of problems in recent legislatures has been the lack of quorum. An improvement we have noted in comparison to past legislatures, especially their failure to participate in the vote despite their physical presence that has been very present in past legislatures now we're not noticing this phenomenon and this has then contributed to the issues that come to the session to take up epilogues in it and not be carried from one session to another. Even the best management of jobs by the chairman and Headship of the Parliament has begun even when Mrs. Osman. We have noticed that there are regular meetings”, she said of EO.
