The Taliban appear to have the “strategic” in offensive, but their victory is not certain, he said.
The militant group has intensified fighting against government forces since international troops have launched an official withdrawal from Afghanistan on 1 May.
He has invaded territories and taken control of border checkpoints.
However, Milley said militants do not control any of Afghanistan's major cities and that the Afghan army “is consolidating its forces” to protect residents of large cities.
Milhouse said more than 200 circuit centers are under the control of the Taliban.
Late last month, Milhouse said the Taliban control 81 circuit centers.
The Afghan Army has been trained and equipped by the United States and estimates show it exceeds the number of Taliban, but Milley said the numbers are not always enough to win a war.
