In an interview for Zagreb's Vecernji, as reported by Podgorica's Vijesti, Montgomery also said it was difficult to raise funds to finance the Djukanovic government, so he said they started allowing smokers to operate from Montenegro.
When asked what he thinks about Djukanovic's role in Yugoslavia's corruption history, Montgomery said that “Gjukanovic is the most skilled, most skilled politician in the region”
