The Taliban have intensified fighting against government forces, since international forces have launched an official withdrawal from Afghanistan in early May.
In recent weeks, they have taken large parts of Afghanistan under their control, including several key border points.
The Taliban spokesman Zubiullah Mujaheded made claims about 90 percent of the borders for the Russian news agency RIA Novosti.
The declaration cannot be verified independently.
This week, U.S. Army Chief of General Staff General Mark Milley has said that the Taliban control nearly half of the 420 district centres in Afghanistan.
But according to him, militants do not control any of Afghanistan's major cities, and the Afghan army “is consolidating its” forces to protect the inhabitants of large cities.
Afghanistan's president, Ashraf Ghan, has said this week that the <x0-letibans have testified that they have no will and intention for peace”.
