The former Assembly delegation from the Alliance for the Future of Kosovo (AAK), Gazmend Syla, has published a letter through which former Prime Minister Ramush Haradinaj has been addressed to world leaders regarding the process of dialogue between Kosovo and Serbia.

You are aware that the Republic of Kosovo and the Republic of Serbia are ready to begin one
The process, aimed at bringing an end to serious historical and political differences between us.
The process is a continuation of the European Union-sponsored dialogue that began with a 2010 International Court of Justice decision (ICJ) that declared Kosovo's 2008 Declaration of Independence was not illegal, as it was claimed by Serbia. The decision was followed by the adoption of Resolution 64/298 (2010) of the UN General Assembly, which recognised the content of the JND's opinion and welcomed the European Union's “preparedness to facilitate a process of dialogue between the” parties.
Our wish is that a comprehensive and legally binding agreement between the two countries be concluded by 2019, where all outstanding issues -- including war, damages, minority rights in the two countries -- will be addressed, as well as various economic, social and cultural issues leading to mutual recognition and Kosovo membership in the United Nations.
It is important to understand that Kosovo will enter this process as an independent and sovereign state.
Negotiations will deal with relations between the two countries: principles of mutual recognition and reciprocity of obligations will not be open for discussion.
