Ashgabat, a city of about one million people, headed the 2021 cost of living by the consulting company Mercer.
The ranking put Ashgabat on last year's most expensive city, Hong Kong, which ranked second, followed by Beirut in Lebanon and Tokyo in Japan.
Most cities in the first 10 countries listed by Mercer are business centres, where economic growth has led to an increase in housing prices and other living costs.

Of the 209 cities considered is Tirana, which compared to a year ago, has become more costly.
It ranked 152th from 163th in 2020. The cost of living for foreigners ranks at the same level as Mexico City, Kuala Lumpur in Malaysia, and the town of Rabat in Morocco.
Serbia's Belgrade ranks 163rd, rising 20 places from last year's report.
Skopje ranks 192th out of 202, Sofia at 165th out of 180.
Istanbul seems to have become cheaper for foreigners compared to years. It ranked 173th in the 156th place a year ago.
Bisek, a city in Kyrgyzstan, ranks last, as less dedicated to foreigners. /Monitor
