CEC spokesman Valmir Elezi indicated about Kosova Prees that as far as the certificate of candidates who want to compete in these elections will act the same as it does for the February 14th elections, seeking to verify candidates in a number of institutions.
The CEC will address several different institutions, in this case the Kosovo Judicial Council, the Election Panel for Ances and Parashtesa, the Ministry of Internal and Foreign Affairs, the Ministry of Protection, the Kosovo Agency for Intelligence, and the Kosovo Customs. In Article 29 of the Law on General Elections are all listed cases when a person is unable to qualify as a candidate, so it will be required for each candidate, from each of these institutions, to make verification according to the area of responsibility they cover. So, the Central Election Commission, by the time the Certificate period of candidates who want to run in local elections, whether for mayor or for municipal congregations, will act the same as for early parliamentary elections, which have been held on February 14th”, Elez said.
Meanwhile, asked how the CEC will deal with candidates who do not meet the legal criteria -- that is, if they are convicted of criminal acts with the court's firm form ruling in the past three years -- Elez clarified the procedure the CEC will pursue.
Kosovo Judiciary Council is one of the institutions the CEC will seek to verify candidates. At Article 29, Q points out that the candidate cannot be a person guilty of criminal offense with a final court ruling in the last three years. Therefore, we will ask the KDP to send us the names of people from the candidate list if they have been convicted of criminal acts with a final court ruling in the last three years. This period will be calculated from the day of local elections, depending on what it will be, and three years behind that date”, he said.
Verification of candidates will remain challenging for the institutions after it comes to thousands of people.
In the local elections of 2017 alone, 204 candidates participated in the mayoral race, while some 6,900 candidates for the Communist Assembly took part.
According to the CEC, unlike the February 14th elections, which were early and were organised in a short time, local elections are fair and the CEC will have more time for organising them. In this case, according to the CEC, even the previous period for other institutions will be longer, but this will be decided correctly by the CEC, with the approval of the operational plan.
