In his analysis of the dialogue process, Prime Minister Albin Kurti, before deputies and the government cabinet, has mentioned it on two occasions, Edita Tahiri, former Kosovo chief negotiator in the Kosovo-Serbia dialogue.

In this regard, former negotiator Tahiri has said that this entire agreement has been based on the Law on Kosovo Telecom.

With this agreement, parallel energy structures in the north have disappeared with parallel structures. All parallel structures are gone. As he spoke of agreements on integrated border management, freedom of movement, civil and castral registers, telecom and energy, Kurti said the agreements were marketed for major economic benefits, while added that at the time citizens had formed illusions that dialogue had put Kosovo and Serbia on normalisation track.

“From these agreements, major benefits have been expected for the country, in fields of various sorts. So for example, in a report on the 2708.2015 of the Minister for Dialogue of the Government of the Republic of Kosovo at the time, Mrs. Tahiri said among other things that Kosovo's economic benefits from the phone code agreement would be great, which would have improved quality of services and a very significant reduction in the cost of operating Kosovo's public company Telekom. Through reports that not necessarily reflected developments on the ground created an illusion that dialogue had put Kosovo and Serbia on the right track to normalisation and strain the situation. This then inevitable had contributed to the dieting of the idea that it could continue with fragmented treatment of problems, on largely internal issues of Kosovo and the avoidance of the major topic of the final agreement”, Kurti said yesterday.

Tahiri has stated that all agreements that have been reached in Brussels during the time that she was the chief negotiator of the process have been in line with the law and the Constitution.

“The lines and results of Brussels dialogue including the period when I was the chief negotiator from 2011 to 2017. As I have always said all agreements that have been reached in Brussels are in accordance with the Constitution and the laws of Kosovo, and this government has analysed them. If he had found a breach, he would have said the Parliament yesterday or there are other possibilities. The fact that they have mentioned these issues, they know that the agreements are in accordance with the Law and with the Constitution”, has said of Express.

Regarding issues Kurti cited, Tahiri said that through agreements in Brussels, the integration of the northern part of Kosovo has occurred in the state system.

Brussels' “Dialogue has enabled the integration of the northern part of the country into Kosovo's state system, putting parallel structures in a more important position as they are, justice, police, customs and we have restored the state customs authorities to provisions and restored all structures that should be included”, she said.

The former negotiator chief also stopped at the Kosovo phone code agreement. She told Express that the Brussels dialogue has enabled Kosovo to have its own phone code.

Brussels' dialogue has enabled Kosovo to get its state phone code, on the part of the IPU, the UN Association for Telecom and virtually Kosovo has strengthened state subjectivity on the international plan, because laws in the field of Telekom except the code and Kosovo have been recognised as an independent and sovereign state. What has brought about this agreement is the result of the success of Brussels' negotiations, but also the fact that Kosovo had the state phone code when it was with the former Yugoslavia as a federal entity. At that time the IPU has divided the codes to eight units, and I have asked that one code become ours and has become +383”, she has declared further.

And Prime Minister Kurti, who is expected Tuesday at the European helm, to meet with Serbian President Aleksandar Vuciq, said Kosovo should not be treated as hostage to the dispute with Serbia because it does the country a tremendous damage.

The one for which I would like to have consensus is not to treat our state as a hostage to the dispute with Serbia because it is an artificial emergency that has done tremendous damage and is still doing us. Let us behave and act as we are, deputies and governmentmen of the Republic of Kosovo, independent and sovereign state. We don't owe anybody, but they owe us a lot of it”, he said.
