Tahiri: The association envisions executive competence, Kurt made the cause of winning elections

A key point in the dialogue between Kosovo and Serbia has been the agreement for the Association of Serb majority municipalities in Kosovo.

Former chief negotiator in the Kosovo-Serbia dialogue Edita Tahiri tells Balkan Talks at Euronews Albania that the agreement for the Association of Serb majority municipalities does not provide for executive competence.

According to her, given the sensitivity of citizens, this issue was used for political capital by Kurti.

I have Mrs. Moghrin, which guarantees that the EU reads “The Association Agreement” as an association without executive competence. Prime Minister Kurti has turned association into a cause and on that cause has won elections in Kosovo”, Tahiri said.

It continues further, saying the agreement on Association is not in opposition to the Kosovo Constitution.

The Brussels Agreement on Association is not in conflict with the Constitution of Kosovo, if it were the Constitutional Court, it would annul the agreement. The formula is not incompatible, but it is not fully consistent, much is not,” said the former negotiator.

She pointed out that Kurt is in a difficult situation, for if he applies association betrays the people who have chosen him.

Now he has trouble implementing the Association even though he knows it's in accordance with the Constitution and without competence. I think it belongs to the current government along with Kurti, who between “objecting” with the winners and “the international obligations integrity” to find compromise, if it can do”, Tahiri says.

She says Kurti should not accept talks in Brussels on Association because the return to Brussels is a violation of the agreement, as it says that the statue takes place in Kosovo.

There are now some trends from Serbia that even the EU has agreed to open the Association Agreement. An EU document has arrived in Kosovo, where executive competencies are indirectly required. In my opinion, Kurti does not allow to venture talks on Assolution in Brussels, but must say and apply in Kosovo with a co-operation between the government and the Serb community”, Tahiri concludes.
