The proposal by Emmanuel Macron and Angela Merkel comes after the Geneva summit between Joe Biden and the Russian president.
Supporters of this idea say European leaders can give Putin the same direct message for Russia's behaviour as they keep the door open for co-operation and compromise, writes The Guardian, the Periscope.
Critics of close relations with the Kremlin are concerned that this larymitation would mean reward for Putin at the time when he is increasing pressure on Ukraine, and by the time Russia is being accused of making cyber attacks on the United States and its allies.
Such a proposal comes a day after Russian forces were reportedly fired in warning form against a British battleship in the Black Sea near Russia's occupied crime.
This claim has been denied by Great Britain.
Whether the proposal will include all 27 EU member states leaders or only chief executive Ursula von der Leyen with Charles Michelin is unknown. /Periscope
