Serbia's B plan for Zajednica, Local Election Danger

The Association of Serb-run municipalities [Zieednica] has again become a hot issue in local political debate, but also in Kosovo's dialogue with Serbia. Prime Minister Kurti has declared that “does not accept one-ethnic association”, but does this leave open other dangerous versions for Kosovo since Serbia is strengthening ties with minorities [...]

US Ambassador to Kosovo Philip Costett has demanded more severely than ever the formation of the Serb Major Commission Association. And, it seems, the longer it spends, things continue to deteriorate for Kosovo. Why?

Serbia's government in the February 14th elections in Kosovo has allegedly orchestrated mass voting for Roma, Bosnian and Ashkali political subjects.

The doubt was based on the votes that Adrijana Hodzic took on in several Serb majority municipalities, as well as a Roma initiative and another Ashkali.

In addition to Bosniaks, Roma and Ashkali, the Government of Serbia has built bridges of co-operation with the minority community goran in Kosovo. MP Adem Hoxha is now part of the Serbian List (List Srpska) Parliamentary Group.

But what is the danger of association?

The Serbian list is the mostly won party in Kosovo. This Belgrade-controlled political party leads ten municipalities, while in second place is AAK with nine.

Leposaviqi, Novoberda, Shrpca, Zubin Potoku, Zvecani, Gracanica, Raniculu, Partesh, Klokoti and North Mitrovica are municipalities in question.

It was these ten municipalities that were believed to be part of the Association of Serb-run municipalities, which were considered to jeopardise the sovereignty and functionality of the state of Kosovo.

But since the mono-ethnic character of this association is clearly opposed to the Kosovo Constitution, non-other cards may be in question.

It is about the eventual multiethnic association that would include other Serb and other minority communities but which would be controlled by the Government of the Republic of Serbia.

And that Serbia is trying to control other ethnic minorities, that is already known.

What's the current situation?

Serbia testified it has strengthened ties with other minority communities in Kosovo through the February 14th elections.

The 17 October local elections pose another major risk of increasing Serbian influence in Kosovo's ethnic minority communities.

Currently, only one Kosovo municipality is not guided by Serbs or Albanians. She is Mamusha, who has a leader from the Turkish community who is currently played with Kosovo institutions.

Whether this will change is unknown.

Are there politicians from other ethnic minorities seeking municipalities in Kosovo?

Yeah.

The first is Ademi Hoxha of the Gorani minority. MP Hoxha é, as we said, is part of the Serbian List and the eventual creation of a Gorani municipality would make that Gorani municipality controlled by the Government of Serbia if it became part of the Association.

The second is Emilia Rexhepi, deputy prime minister of the Republic of Kosovo. Before entering the Kurti II Government, Bosniak politician had imposed conditions on the creation of a Bosnian municipality.

Finally, Rexhepi was seen with the other old Bosnian politician, Numan Baljic, and was sharply criticised after the latter was convicted of sexual assault.

Actually, Mrs. Rexhepi is the rule of Kosovo institutions, but local power in the Bosniak economic municipality would be jeopardised by the Adrijana Hodzic Initiative, which witnessed the electoral power in the 14 February elections.

Hodzic received many votes from Kosovo Serbs, which leaves doubts that he has stepped up co-operation with the Serbian List, or Serbia's government.

Finally, Prime Minister Kurti's uncertainty in relation to association has been sharply criticised by AAK Chairman Ramush Haradinaj.
