State Replaces Policemen With Citizens

In recent weeks, many Kosovo citizens have begun to photograph and shoot the perpetrators they face in communications. Many traffic violations, photographed and filmed by citizens and then posted on social networks and the media. The same are used as evidence by the Kosovo Police, who without even going out on the ground, fined the anti-vectors. But with this action, according to attorney Armend Shkoza, police are violating the Law for Counter-Wage.
The citizens can report the police, but verify the actual situation should be done directly by police rather than citizens. Neither justice nor law enforcement can be a whim of individuals, but it should be within the swaza and legal norms”, says Shkoza.
Lawyer Shkoza says the Law for Reproach has seen that exclusive police competence is the collection of evidence or initiative of anti-veritative procedures.
Anton Noecaj, programme director and legal adviser at the Centre for Jurydic Assistance and Regional Development (CLARD), tells Radio Free Europe that the pronunciation of fines only through photographs is unfair.
This is against the law, and it's against the very respect and freedoms of citizens because it's been a call for the punishment to be pronounced, not the person driving the car, but the owner of the car. Pronunciation of fines in this way is illegal, and on the basis of that, citizens (who do wrong) of course even have the right to seek compensation for the damage because police are misusing private information or information”, Noecaj says.
According to him, it shows that Kosovo police are not capable of implementing law-based duties in terms of management and traffic control in the country.
Citizens: Police Take the Work themselves
In the media and social networks, there are numerous photos posted by citizens.
Large is the number of citizens ' supportive comments, but there are many who oppose citizens taking pictures of traffic violations.
Free Europe Radio has talked to some of them. Dardan Zymber of Ferizaj, says this co-operation has had to start much earlier to prevent traffic accidents.
“I'm for this and it's a very good thing that's happening in Kosovo, it's been waiting a long time for that to happen. It's very good, people are now beginning to become aware and care more”, Zymber says.
But, Valon Dobratqi and Ilir Alsic from Pristina, police say they must carry out their duty and citizens abide by the rules.
I find it more of a recretion served by portals than a citizen consciousness method. Logically, the offense is also the use of the phone while driving. Citizens in driving are doing it to shoot a collaborator before them”, Dobrati says.
I never photographed and I don't think I'd do that, because I don't think this is the best form”, Alshiqi says.
Police: Everything is in accordance with the laws in power
In a written reply, Kosovo police have indicated that in order to do the prevention, combat crime and increase overall security, and especially in road communication, it also co-operates with the community.
The Law on Anti-Wrath regulates the anti-evasive procedure, so the police in cases where they collect enough information and convincing evidence that an offense has been committed, by law the procedure against the perpetrators. From this point on, every time police prove that anyone has committed a crime, the sentence the law envisions of that wrongdoing is pronounced at the Kosovo Police response.
Also reported in this answer is that “Like any other case, even in these cases, each counterer to whom the sentence was pronounced has every legal opportunity to argue otherwise through regular legal means”.
According to the Police report, only in the last 24 hours (July 15th) have 1,729 tickets in traffic been pronounced, many of these sentences were made thanks to citizens returning to “policemen”.
