Asked by Greek journalist Alexia Tasoul on bilateral relations during Skopje's Economic Forum, Rama said: “Zarly we are still at war with Greece. We are in a relationship where we should have a good neighborhood, but in the meantime we should be in war, typical Balkan love. I think there's something to do about this”.
As for the maritime border agreement with Greece, Rama said it is moving, not slowly, but in the right direction.

The war law Greece declared to Albania and Italy in 1940 has not yet been abolished. The only reason Albania has been penalised in this sanctions of the state of emergency is that through Albanian territory Italian fascist soldiers marched through the Albanian state in 1940 to conquer Greece.
Meanwhile, as far as the maritime zone between Albania and Greece is concerned in April 2018, Albania's Ministry for Europe and Foreign Affairs officially confirmed the start of talks, while between the parties still does not have a final agreement on sea zones restrictions and negotiations have been terminated.
In 2009, between the Government of Albania and the Government of Greece was signed an agreement on the issue of sea zones restrictions, but the agreement in question was abolished in 2010 by the Constitutional Court of Albania, which rendered it legal and unconstitutional.
The Constitutional Court of the Republic of Albania decided in that year to declare the draft agreement signed between Albania and Greece “for the release of relevant areas of continental willph and other maritime zones belonging to them under international law”.
According to the Constitutional Court, the draft agreement in question was arranged procedural and substitute violations that conflict with the Constitution and the Third UN Convention on the 1982 Sea Law.
