MTI from 2016 paid 25 workers from the Serbian community without ever going to work

The Ministry of Trade and Industry has paid for four years, 25 workers from the Serbian community, even though the same have not worked in the MTI, not a single day.

This was made known in the National Auditing Office report.

This report notes that although with the Order for Labor Clock and Official Rest, each public official is obliged to be at his place of employment and that his follow-up should be recorded, this has not happened to these 25 workers.

The amount that MTI has spent on paying these workers, according to the ZKA, is about 123 thousand euros.

“With Decision No. 06/39 on 22.07.2015, the government of Kosovo has approved the agreed conclusions of the Brussels Agreement for normalising relations between the Republic of Kosovo and the Republic of Serbia for the realisation of the so-called “Civil Minister”. Through this decision, the MTI has committed 25 employees of the Serb community with the goal of integrating them into the system of the Republic of Kosovo. These employees have never worked for MTI since 2016, when even their acts were signed. The total cost for the wages of these employees for 2020 was 122,738, although there is no evidence of continued labor”, the report said.

The reason these workers are not engaged in work, according to the ZKA report, is the lack of work space in relevant municipalities for their commitment.


“The lack of workspaces in relevant municipalities was the main cause. Not to engage these employees. The ministry had made efforts to address this issue during the year, sending paperwork to the relevant ministries for renting or providing space for these employees, but this had not been accomplished. Paying salaries without a follow-up causes budget damage, and at one time affects the failure of the targets set by the” deal, the report said.

ZKA has recommended that the ministry take all necessary actions to ensure that the Serbian community is continuing to work.

“The minister must take all necessary actions to ensure regular follow-up in the work of the Serbian community, making their continued monitoring, as provided with legal acts”, said in the report.
