Minister Krasniqi: We can break the Constitution, we can have an ethnic association

Local Power Management Minister Elbert Krasniqi has said that in a multi-ethnic state there cannot be an ethnic institution, this is referring to the association of Serb majority municipalities.

Citing government head Albin Kurti, he says the proposed version earlier constitutes violations of the Constitution.

“I believe Prime Minister Kurti has been constantly clear on this topic and I am stressing the fact that we cannot have an ethnic institution” in a multiethnic state, Krasniqi has declared in an interview for the Online Economy.

“... the previously proposed subordinate has constitutional violations so we cannot by our actions be in disharmony with our state in terms of association”, he said.

He has also talked about local elections to be held on October 17th, clarifying that they are in constant communication with the current mayors for this process to go smoothly.

“We are continuing to have continued communication with the mayors, the election process is ahead of us, we as the minister have established competencies in this part, so we expect this process to go well and be well organized by the CEC and start new municipal administrations working, but I believe by then we have time to work with all the mayors who are currently in office”.

As for the consequences of the pandemic, he said they would prepare a real mirror so that in the next year, meetings will be organised within the ministry, where municipal heads can find donors and investors.

“Deserted or didn't want pandemic was one of our main jobs, certainly co-ordinated with the ministry of health in a local respect, we have arranged several meetings with the minister and discussion with the mayors and initially informed the mayors of the fact that they've always been on the front line in meeting with the pandemic situation and we've been co-ordinating for the processes that have been taken at the central level and which have had the national effect”.

“ ... where the discussion has been about the study of the pandemic that we want to do in 38 municipalities where we've already started with the first working groups for a study we want to do in these municipalities to understand correctly what is the effect of the local level in the pandemic in terms of the delivery of citizen services and thus prepare a real mirror for the effects that the pandemic has left at the local level, and then it's in our plan that in the context of our ministry is that at a moment when the mayors can and investors can find a real opportunity for good without a start.

He has also talked about the work of his predecessors, saying this ministry has been led more by the secretary and that there are problems with the staff.

We're used to the idea that everywhere a minister comes, there's criticism for the former minister and the former government, but really in the ministry that I lead has more than enough reason to be criticized, that a minister here has not been taken care of as much of the management of the ministry, but this minister has been managed more by the secretary or responsible for the task that is an additional problem and staff than by the political level, so there are enough problems of time when we talk only about what we've found, but that we've now managed to deal with the right actions to solve all these problems, we have also managed to address other problems and other positions. As minister, I am very interested in making the secretary's process very transparent and resolved without any influence of any kind”.

When he now said that after the signing of the situation at the ministry, he is willing to implement activities and developmental goals, the EO reports.

There are several months now and we're close to 100 days so it's not the whole beginning, but some processes are still in the beginning because of the nature of problem resolution. We've had enough time to scan the situation within the ministry and equate them with the developmental ideas we've had for this ministry, so this time has been productive and we are now implementing our activities that have been voted into government objectives for our” mandate.
