Authorities said 17 of Sydney's cases were related to confirmed cases, while the source of the other two was under investigation.
Prime Minister Gladys Berejiklian called on residents to get the AstraZeneca vaccine after age restrictions were lifted by the National Cabinet late Monday.
Australian health authorities had initially cautioned against using AstraZeneca for adults under the age of 50 and later younger than 60 due to the greater risk of rare blood clots in young people, the AP reports.
Only 5% of Australia's population is completely vaccinated.
The only other vaccine available in Australia is Pfizer, but manufacturers cannot meet demand.
