Although, in principle, it has been agreed to July 25th as a date, the ruling party say it must be confirmed as there have been differences in the continuation of discussions at the meeting.
While, dialogue process connoisseurs say that prior to the Kurti-Vucciq meeting, there should be a lower-level meeting for preparing this meeting and the compatibility of the negotiating framework.
Vetevendosje Movement MP Arbere Kryeziu-Hyseni says of Kosova Preris, that Prime Minister Kurti's first meeting with the Serb side has witnessed their different approach to dialogue with Serbia.
The prime minister's stance and positioning in the dialogue with Serbia has been quite clear and has shown that we are willing to be constructive, while we are within the framework that we consider we should not go out. So Albin Kurt's own position as prime minister and the proposals he's made, shows that we have a different approach and we're willing to approach it differently than others. So we have also gone through new proposals, not to continue where others have remained and have left. Basically, they agreed to keep the 25 July date when the next meeting will be, but we know there is no confirmation that there has been no compliance with the agenda that is expected to be part of the” dialogue, she says.
Need for a preliminary meeting between parties, before that of the two heads of state says institute director E PIK, Demush Shasha.
He for Kosovo Press says the meeting may be of a lower political rank to set the framework for negotiations over the following months.
This would then pave the way for the technical level to start negotiations on a range of technical and essential issues that constitute disputes between Kosovo and Serbia at diplomatic level. This round of negotiations, then diplomatic, would be to say the preparation of the ground for the upcoming Kurti-Wucciq meeting, where the two leaders could confirm diplomatic negotiations, or close a round of agreement that has been made, or close the entire negotiating round”, says Shasha.
But prior to this second meeting between Prime Minister Kurti and Serbian President Vuciq, University of International Relations Professor Africa Hoti says a platform for dialogue in the Kosovo Assembly must be drafted.
There is no dilemma that this issue is sensitive and the last word should have the Kosovo Parliament, the country where pro and anti positions are embedded. The drafting of a platform and its approval by parliament is imperative because its adoption would present the forward basis of Kosovo executive”, he says.
For such a meeting, Kosovas has asked the European Union spokesman, but the same has not returned.
This week's Tuesday met for the first time within the Kosovo-Serbia dialogue, Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq. In Brussels, Prime Minister Kurti presented four proposals for the continuation of dialogue, but the same were rejected by the Serbian side.
