Kurt answers to the issue of Association: Not possible

Chief executive Albin Kurti has declared that the requirements for single-ethnic association are coming, not from simple people, but from politicians and northern neighbours. He has once again repeated that Kosovo cannot have association on ethnic grounds. Moreover, it has stressed that this has been well defined in the [...] arrangement.
So answered Thursday morning, Prime Minister Albin Kurti, until he commented on US Ambassador Philip Costnet's statements. He has said Wednesday that Kosovo has the obligation to establish the association of Serb majority municipalities.
Kurti has declared that Kosovo has an association of municipalities and this is functional.
I don't think it's possible in Kosovo's legal and constitutional order to have association on ethnic grounds. There could be an association of municipalities on development basis, on geographical grounds. Suppose association of the Rugova Mountains, the Sharr Mountains, or the Lepenc River. But ethnic-based association cannot pass either the spirit or the letter of the Kosovo Constitution. And practically that is what the Constitutional Court Act published on December 23rd of 2015, Kurti said.
Kurti has added that they are for the rights of all minorities, and against marginalisation or discrimination.
He has further said such demands are coming from politicians and northern neighbours.

US Ambassador Philip Costnet has said on Wednesday that Kosovo has the obligation to establish the Association of Serb majority municipalities, and that states also have the obligation to respect their agreements and pledges.
