Beden will join other coalition leaders and hold a private meeting with Turkey's president, Recep Tayip Erdogan.
NATO members have not met face to face since 2018, due to the coronary pandemic.
In the agenda of discussions are expected to be: troop withdrawal from Afghanistan, relations with Russia and China, defence spending and others.
Before the summit, chief of NATO, Jens Stoltenberg, said the meeting comes “to an essential moment for the” alliance and for “collective security”, as well as presents a unique “option” to renew ties.
“We must respond to many threats and challenges at the same time”, Stoltenberg said.
“Russia and China are again operating against the rule-based international order; the continuing threat of terrorism; sophisticated cyber attacks; divisive technology and climate change. No country and no continent can handle all these challenges alone. But Europe and North America are not alone. We stand together in NATO”, Stoltenberg added.
Beden's predecessor, Donald Trump, has often denigrated him NATO and has threatened to withdraw from the security alliance.
Biden visits Brussels after staying in the United Kingdom for a summit of the group of the most industrialized G7 countries.
